Elena Bagnera is an Analyst at CPI, based in Washington DC. Her work focuses on mobilizing climate finance in cities though the Cities Climate Finance Leadership Alliance and shaping a new gender-responsive climate finance stream at the Global Innovation Lab for Climate Finance (the Lab). Her expertise lies in sustainable cities, climate resilience, and fiscal policy.
Prior to CPI, Elena worked as a consultant at the World Bank Urban, Rural, and Land Practice and as a Policy, Legislation, and Governance intern at UN-Habitat. She was also a Senior Associate at the Boston Consulting Group’s Centre for Public Impact, where she advised local and national governments in Europe on issues ranging from local economic development, community engagement, and social services.
She holds a Master’s degree in Public Policy from Georgetown University.
