Elena Bagnera is a Senior Analyst at CPI, based in Washington DC. Her work centers around international financial architecture reform through initiatives such as the FiCS Lab, with a particular focus on how public financial institutions can mobilize private capital. She has authored papers on the relationship between multilateral development banks and national development banks and on how multilateral development banks can accelerate urban climate finance. Elena also worked on the first gender stream of the Global Innovation Lab for Climate Finance (the Lab), helping to mainstream gender considerations in the Lab.

Prior to CPI, Elena worked as a consultant at the World Bank Urban, Rural, and Land Practice and at UN-Habitat. She was also a Senior Associate at the Boston Consulting Group’s Centre for Public Impact, where she advised local and national governments in Europe on issues ranging from local economic development, community engagement, and social services. She holds a Master’s degree in Public Policy from Georgetown University.
