Financing Brazil’s NDC through innovative instruments: An introduction to the Brazil Lab

This event will bring together representatives from the U.S., Brazil, the Global Lab, and previous winning instruments to introduce participants to the Brazil Lab, sharing best practices and lessons learned on developing instruments that can help to support finance for climate mitigation and adaptation. Experiences and innovative approaches to accessing and/or mobilising climate change finance for adaptation

This side event will discuss new practices, processes and partnerships that are being tested to advance adaptation action so as to identify solutions that can be realistically adopted by implementing stakeholders, while ensuring results that are responding to the needs of societies. Dr. Barbara Buchner will share insights on how the instruments developed under the Global Innovation Lab for Climate Finance can reduce private investors’ risks, costs, or improve their financial returns to help address the adaptation needs of developing countries. Development of climate finance standard

The IEA estimates that over $1 Trillion per year of investment is necessary to meet the mitigation goal of the Paris Agreement. Given the scale of the challenge, private sector non-state actors (companies, private financial institutions) must lead the way. The climate finance community is assembling best practice guides and standards that will help mobilize investment and ensure its alignment with the transition to a low carbon economy and the 2C target. The side event includes speakers from across the climate finance community to discuss such best practices and recent initiatives to harmonize them in climate finance standards.

Innovative Climate Finance

Financing Renewables in India
November 15, 2016 – 11:00-13:00, India Pavilion, Blue Zone*
This roundtable, organized by Confederation of Indian Industries (CII) and the Indian Ministry of New and Renewable Energy (MNRE), will discuss the government of India’s vision for the renewable energy sector, and avenues to generate the required investment. Dr. Gireesh Shrimali, Director of CPI India, will speak on a panel about the way forward for investment and development of the renewable energy sector in India, in order to meet the 175 GW target.

Accelerating Action: Catalyzing and financing NDC implementation to support climate, growth, and development
November 15, 2016 – 11:30-13:00, Mediterranean Side-Event room, Blue Zone*
The Paris Agreement marked the start of a new era in climate policy. There is an urgent need now to accelerate and scale climate action. Nationally Determined Contributions – submitted by nearly every nation – represent an opportunity to focus, coordinate and accelerate national climate action and international support, as well as to align the climate and development agendas and mainstream climate action into national planning. Effective implementation will necessitate the roll-out of low-carbon, climate-resilient infrastructure and economy-wide transformation, financed by significant, mostly private, investment. The ambition mechanism under the Paris Agreement should maintain momentum and encourage the raising of ambition over time.

However, urgent action is needed to develop NDCs into investment plans and to establish the enabling environments to allow public and private finance to flow. There is a clear need for both national action and international support for developing countries. In this CPI-WRI organized official side event, Panelists will discuss what’s needed to catalyze and finance the implementation of NDCs, including promoting accessible and responsive support; tackling key risks and barriers to private finance; developing robust implementation roadmaps; and advancing action through the Paris Agreement.

Rapid Real and effective Financing and Implementation of NDCs- The GNIplus Approach

Climate Summit for Local and Regional Leaders: Financing the Sustainable Transition of Territories

CPI India Director Gireesh Shrimali will present in a forum, titled “Public and Private Climate Finance: Building Alliances for the Benefit of Territories.” This forum will explore opportunities to create frameworks of mutual comprehension between private and public investment for a concerted action at subnational level as there are no standards and sufficient related historical information regarding subnational financial deals. This will address the issue of how to systemize approaches and financial models of Climate finance in new environments, and to obtain co-benefits with a convergence of interests. More info here.

Organized by the Cities Climate Finance Leadership Alliance (CCFLA), this event aims to bring together climate finance laboratories, investors, practitioners, and local authorities, to showcase and discuss existing initiatives and practical examples of approaches intended to accelerate climate action at the urban level. The side-event will gather practitioners and international experts in the field of subnational climate finance including Dr. Barbara Buchner, to share their views, knowledge and practical approach to some of the most important issues on cities climate financing. Roadmap Side Event

Over the course of 2016, the UK has co-led donor effort on the roadmap (alongside Australia), which shows how donors are scaling up finance to reach the $100 billion goal. At this event, Australian Minister for Foreign Affairs, Julie Bishop, and United Kingdom Minister of State for Climate Change and Industry, Nick Hurd, will present the Roadmap. OECD Environment Director, Simon Upton, will describe its underlying analysis. Ugandan Minister Irene Muloni and Rwandan Minister Dr Vincent Biruta will provide a recipient perspective. Dr. Barbara Buchner will moderate. This side-event will be an informal pre-cursor to discuss the roadmap’s key messages, ahead of the Ministerial Dialogue.

Global Landscapes Forum – launch of the Tropical Landscapes Finance Facility (TLFF)

The session, organized by UNEP, and featuring CPI’s Jane Wilkinson, will focus on the launch of the Tropical Landscapes Finance Facility (TLFF) – a novel structure to help Indonesia advance green growth by channeling private finance to renewable energy production and sustainable landscape management in Indonesia. US-India Clean Energy Finance Facility

This event will showcase the U.S.-India Clean Energy Finance (USICEF) initiative, which seeks to mobilize finance for Indian renewable energy projects with support from the Overseas Private Investment Corporation, the U.S. Government’s development finance institution, the Government of India, and CPI India. USICEF will target India’s distributed solar markets, where falling technology costs and government initiatives have created opportunities for rapid expansion, provided that renewable energy companies can overcome financing hurdles.

The role of Brazil, agriculture and forestry in the Paris Agreement agenda

The Paris Agreement has entered into force. What is going to happen now? How can Brazil implement, cooperate, and share knowledge and experiences with other strategic players? The challenge of implementing the NDC seems even more relevant for those countries with a large forest asset. Brazil stands out as an important player and has the great task of discussing how its goals will be implemented. The Brazilian Coalition on Climate, Forests and Agriculture has built a forum for discussion and co-creation among key players of Brazilian society – civil society, private sector, academia and financial sector – to help in the transition to a low-carbon economy, including solutions and investment opportunities for sustainable agriculture and forestry. This event intends to bring together decision and opinion makers from countries that are key in these fields in order to learn and share experiences about the political, technical and financial aspects of the Paris Agreement implementation agenda.

Unlocking Private Finance for Resilience – From Talk to Action

The panel will discuss two initiatives that are focused on mobilizing private finance at scale:

  • GNIPlus works at the systemic, national level to create the enabling environments –the regulatory and policy frameworks – to allow private finance to flow.
  • The Global Innovation Lab for Climate Finance identifies, develops, and launches cutting edge climate finance instruments to drive billions of dollars of private investment into climate mitigation and adaptation in developing countries.

These two initiatives offer practical solutions to the challenge of mobilizing private finance for adaptation and resilience. They also have the ability to accelerate NDC implementation and move quickly from talk to action. Panelists include:
