Tini Thomas is the Associate Director at Climate Policy Initiative (CPI), based in Washington D.C. where she leads CPI’s program delivery and thought leadership.  Her expertise spans public finance, international finance architecture, climate fiscal policy and policy reforms that enable sustainable investment and market transformation.  At CPI, Tini’s portfolio centers on strengthening the global development finance system, advancing innovative approaches to scale climate finance, and working with public and national development banks to accelerate the transition to a sustainable economy.

Previously, Tini has worked extensively across Africa, Asia, and the Pacific on the design and implementation of complex public finance reforms including on domestic revenue mobilization, budget and expenditure efficiency, national debt management, and fiscal policies to support governments in emerging and developing economies to meet both climate and fiscal objectives. She has extensive experience in convening and managing complex stakeholder engagement processes, building strategic partnerships across governments, multilateral institutions and private sector actors, to deliver systemic reforms. 

Prior to joining CPI, Tini has worked across diverse organizations including multilateral development banks—including the Asian Development Bank (ADB) and the World Bank—bilateral agencies, and global consulting firms.  Most recently, at ADB, Tini led operations delivering $1.2 billion in concessional finance to Southeast Asian countries, spearheading critical economic reforms and supporting recovery efforts in the wake of the COVID-19 pandemic.

Tini holds an MSc in Development Studies from the London School of Economics (LSE) and a BSc in Economics and International Development from the University of Bath.
