Supporting locally grounded climate finance expertise 

The CC Facility Learning Hub supports institutions in emerging markets to conduct research on locally driven climate finance solutions. By supporting organizations with deep regional expertise, the Learning Hub helps elevate local perspectives and strengthen climate finance ecosystems. One of its research grantees, the Makerere University Business School (MUBS) Climate Finance and Sustainability Centre (CFSC), is exploring how local investors can play a greater role in mobilizing blended climate finance for climate action in Uganda.

What is the context of the research?

Uganda’s updated Nationally Determined Contribution estimates that USD 28.1 billion will be needed for climate action by 2030, with only 15% expected to come from domestic sources. While international finance remains critical, greater participation from local investors will be essential to expanding the pool of capital available for climate action. However, there is limited understanding of the barriers preventing domestic capital from playing a larger role in blended climate finance.

What are they exploring through the Learning Hub grant, and why does it matter?

CFSC is examining how local investors participate in blended finance structures, the barriers limiting their engagement, and how these challenges differ across investor types. Given that domestic investors differ significantly in their mandates and investment needs, the research seeks to identify how these nuances shape their ability to engage and what changes would unlock greater participation.

While focused on Uganda, the findings are intended to inform broader strategies across Africa.
