CPI’s 2025 Impact Report
Global climate finance continues to grow, even in turbulent times. But the gap between investment needs and deployed capital remains substantial. As economic and geopolitical conditions reshape the landscape for climate action, the need for independent data, practical policy solutions, and innovative finance approaches has never been greater. CPI exists to meet precisely these challenges.
Maintaining climate momentum in a changing world
Over 2025, we worked with governments, financial institutions, businesses, and philanthropies to help turn climate ambition into investment and impact. By providing trusted analysis and strengthening systems, we supported the shift to a more resilient, equitable, and sustainable future.
We remain optimistic—not because the challenges are small, but because the momentum, partnerships, and solutions needed to address them continue to grow.

Our impact and reach
In 2025, CPI strengthened our work on climate finance integrity, finance quality, and investment roadmaps, giving decision-makers more practical guidance on where capital is needed and how it can be deployed most effectively. As our role evolved, so did our partnerships. CPI provided technical support to major international initiatives, including Brazil’s COP30 Presidency, while expanding the global networks that connect policy, finance, and implementation.

“Investors and policymakers require better climate finance data to decide where to focus. That’s why we partnered with CPI to assess the scale of the financing needed to deliver net zero across sectors and regions.”
Global Co-Head of Energy, Resources, and Infrastructure, A&O Shearman
Approach to systems-level change
As CPI has evolved to meet the challenges of the day, our core mission remains the same. We respond to country priorities and global demands for insights in a cohesive framework across our four work pillars—“Assess”, “Improve”, “Scale”, and “Bridge”.
We applied this framework across the following sectors and agendas in 2025:
- Climate finance tracking
- Climate finance effectiveness
- Climate finance innovation
- Adaptation and resilience
- Cities and infrastructure
- Conservation, AFOLU, and biodiversity
- Energy
- Just transition
We could not create this impact without our network of remarkable colleagues. Whether you are a funder, collaborator, member, implementation partner, researcher, employee, or just a fan, each person contributes in unique—but equally important—ways to our work, and our work would not be possible without this ecosystem-wide engagement.
