Supporting locally grounded climate finance expertise

The CC Facility Learning Hub supports institutions in emerging markets to conduct research on locally driven blended climate finance solutions. By supporting organizations with deep regional expertise, the Learning Hub helps elevate local perspectives and strengthen climate finance ecosystems. One of its research grantees, Genesis Analytics, is examining how domestic institutional capital can play a greater role in financing climate investments across Kenya, Nigeria, and Namibia.

What is the context of the research?

Africa receives less than 3% of global climate finance, with most funding coming from international public sources. While international investment will play an important role in Africa’s climate transition, lasting progress will also depend on mobilizing local sources of finance.

Institutional investors, including pension funds and insurance companies in markets such as Kenya, Nigeria, and Namibia, have seen substantial growth in assets under management over the past decade. However, these funds are often invested in government debt due to national regulations and the high yields offered by sovereign bonds. As a result, relatively little domestic institutional capital is flowing into sectors such as renewable energy, green hydrogen, water security, and resilient transport.

What are they exploring through the Learning Hub grant and why does it matter?

The Learning Hub has commissioned Genesis Analytics to identify the regulatory barriers and financial risks that prevent domestic capital from flowing into climate projects.

This project aims to bridge the gap between climate policy ambitions and the practical requirements that shape financial regulators’ decisions. While existing research focuses on broad institutional frameworks, less attention has been paid to the specific accounting rules and capital requirements that influence investment decisions. By examining these technical barriers, Genesis Analytics will identify specific ways in which blended climate finance can help mobilize domestic institutional investors.
