Karla is a Senior Analyst at CPI, based in London. She leads CPI’s technical advisory to the Green Guarantee Group (GGG), a global coalition advancing the use of guarantees for climate-aligned investments, and manages the development of the Green Guarantee Directory, a global public platform that enhances transparency, comparability, and uptake of guarantee instruments. Within CPI’s international financial architecture workstream, Karla also supports the Financing Common Innovation Lab (FiCS Lab), helping public development banks design innovative financing structures for emerging markets and developing economies.
Before joining CPI, Karla conducted research on blended finance solutions for the energy transition in Colombia and Brazil at the Inter-American Development Bank, and served as a research assistant at Columbia University, co-authoring papers on financing global public goods and international financial architecture reform. Her previous experience also includes an internship with the World Bank’s Poverty and Equity Global Practice for Latin America.
Earlier in her career, Karla spent nearly five years at Mexico’s Ministry of Finance, where she served as an Economic Advisor and later supported international economic–financial cooperation. She engaged in finance-track working groups under the G20, WB/IMF Meetings, the Pacific Alliance, and APEC, and participated in high-level multilateral negotiations on sustainable finance, international financial architecture, and economic risk management. Her work also included financial sector analysis, research on retirement savings, and monitoring Mexico’s progress toward the 2030 Agenda.
Karla holds a Master of Public Administration from Columbia University School of International and Public Affairs (SIPA), specializing in International Finance and Economic Policy, and a Bachelor’s degree in International Relations Instituto Tecnológico Autónomo de México (ITAM).
