Transport

Decarbonization of the transport sector will require that all road vehicle purchases are electric by 2050. It will also require significant emissions reductions in aviation and shipping.

Emissions from the transport sector (surface, shipping, and aviation) were higher in 2019 than in 1990, but 2020 saw a one-off reduction due to the COVID-19 crisis. To meet net zero after reverting to trend in 2021/22, emissions must be cut by 22% from 2020 levels by 2030, and greater cuts must be achieved between 2030 and 2035.

Importantly, the UK Government’s commitment to a 78% cut in overall emissions by 2030 compared to 1990 levels includes aviation and shipping for the first time, but under the net zero pathway the transport sector does not fully decarbonize, representing continued (if reduced) emissions from aviation.

Emissions cuts in transport require rapidly rising investment needs, corresponding to rising numbers of electric vehicles and charging infrastructure. Average annual investment over the next five years needs to be over 10 times greater than the average over the past five years. A planned ban on sales of internal combustion engine vehicles in 2030 will contribute to shifting investment, but further measures could be taken to limit registration periods of fossil fuel vehicles or encourage scrappage to ensure removal by 2050.
