Infrastructure funds

Infrastructure Funds are investment vehicles, set up by financial institutions or individuals. They target tangible capital assets, such as power plants, which they frequently manage over a period of time to make a return through operation and sale. These investments can be at any point along the asset life-cycle, and a mix of equity and debt.

Only a small number of infrastructure funds have reported any Paris response. More institutions reported integration measures than targets, and fewer still reported new low-carbon investments. As of 2020 14 funds have been tracked, with the level falling then rising since 2015, when 8 institutions were covered.

Infrastructure funds have made a limited response at the strategic level. These institutions began to report action under targets in 2017, and the number reporting tripled by 2019. Smaller funds have done better: these institutions represent only 53% of assets of all funds reporting any response.

However, the overall response is still only in its initial stages: most institutions score between 20 and 30. Measures have not been strengthened and no clear early leaders emerge. Activity has been limited to climate awareness and engagement with governments.

The number of funds reporting climate integration measures has followed the same curve as targets, with an acceleration after 2017. However, compared with targets, infrastructure funds’ response under integration is even more limited.

All institutions are at an initial response stage. No infrastructure fund passed a score of 0-10 on execution until 2019. None have yet passed a score of 20. Operationalization of Paris is still at a very early stage, although more funds are signaling awareness of the need to change.

UK infrastructure funds have provided relatively substantial investment flows, as their targeted function suggests. These institutions invested between USD 150-200 million in low-carbon projects every year between 2015 and 2018. However, the volume of investment declined over this period, perhaps reflecting a similar pattern in the UK power sector. No information is currently available on the alignment of their portfolios.
