Methane is 80 times more potent than CO<sub>2<\/sub> over 20 years and accounts for about 30% of current global warming (IEA, <a href=\"https:\/\/www.iea.org\/reports\/methane-tracker-2021\/methane-and-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">2021<\/a>), but its short atmospheric lifetime means reductions will deliver near-immediate climate benefits. &nbsp;<\/p>\n\n\n\n<p>Indonesia is the world\u2019s sixth largest methane emitter, with major sources including fossil fuel operations such as oil and gas production, refining and coal mining, as well as agriculture and waste (Climate Trace, <a href=\"https:\/\/www.climatetrace.org\/inventory?country=IDN&amp;year_from=2023&amp;year_to=2023&amp;gas=ch4\" target=\"_blank\" rel=\"noreferrer noopener\">2025<\/a>) (<strong>Figure 2<\/strong>). The country is therefore well-positioned to spearhead efforts and seize the opportunity to lead on methane abatement.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"is-style-highlight\"><em>\u201cIndonesia stands at the cusp of a taxonomy design upgrade that could unlock the resources to cap landfills, deploy biodigesters, and transform rice paddies, turning methane from a problem into an opportunity.\u201d<\/em>&nbsp;<\/p>\n\n\n\n<p>Indonesia has already made important commitments to tackle methane, including targets in its Enhanced Nationally Determined Contribution (NDC), national climate regulations and participation in the Global Methane Pledge. But commitments are only half the story. Scaling methane abatement requires investment and today, that investment <a href=\"https:\/\/www.climatepolicyinitiative.org\/publication\/landscape-of-methane-abatement-finance-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">remains far below of what is needed.<\/a> For instance, climate change mitigation measures related to methane reduction in the Agriculture and Waste sectors alone are expected to cost USD 2.5 trillion, yet only USD 1.5 billion in financial support have been received so far (CPI, 2025). <\/p>\n\n\n\n<p>Indeed, Indonesia is already developing one of the most important tools it has to translate those commitments into capital flows to shift this trend: the national sustainable finance taxonomy, the <em>Taksonomi untuk Keuangan Berkelanjutan Indonesia <\/em>(TKBI).&nbsp;<\/p>\n\n\n\n<p>By embedding clear technical screening criteria (TSC) for methane-abatement activities in Version 3 of TKBI, Indonesia has the power to drive capital flows toward the highest-impact and most cost-effective mitigation opportunities. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Turning classifications into capital<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Taxonomies are much more than the classification tools they are often described as. When designed well, they become lighthouses for investment, guiding capital toward green and transitioning activities and helping markets align with climate goals.&nbsp;<\/p>\n\n\n\n<p>The difference between a promising idea and an investable project is often specificity. For methane in particular, the lack of taxonomy coverage often means that abatement opportunities remain invisible to investors even when technologies are cost-competitive or already in use in pilot projects.&nbsp;<\/p>\n\n\n\n<p><strong>Figure 1: From policy to projects: how taxonomies unlock finance<\/strong><\/p>\n\n\n<section class=\"block block-chart is-image\"><div is=\"chart\/image\" class=\"chart-image\">\n\t\t<script type=\"json\/props\">{\n    \"colors\": []\n}<\/script>\n\n\t\t\n\t\t<div element=\"tabs\"><\/div>\n\n\t\t\t\t\t<a class=\"block-chart--image image--link\" href=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/08\/Fig-2-blog-scaled.png\" target=\"_blank\"><div class=\"image--wrap\"><img src='https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/08\/Fig-2-blog-scaled.png' class=\"image\" alt=\"Fig-2-blog-scaled\" style=\"max-width:100%\" \/><\/div><\/a><!-- image html = <a class=\"block-chart--image image--link\" href=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/08\/Fig-2-blog-scaled.png\" target=\"_blank\"><div class=\"image--wrap\"><img src='https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/08\/Fig-2-blog-scaled.png' class=\"image\" alt=\"Fig-2-blog-scaled\" style=\"max-width:100%\" \/><\/div><\/a>-->\t\t\n\t\t<div element=\"canvas\"><\/div>\n\n\t\t\t\t<group name=\"\">\n\t\t\t<!-- tab -->\t\t\t\n\t\t<\/group>\n\t\t\n\n\t\t\n\t\t\t<\/div><\/section>\n\n\n<h2 class=\"wp-block-heading\"><strong>Where Indonesia stands today<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Indonesia\u2019s <a href=\"https:\/\/keuanganberkelanjutan.ojk.go.id\/keuanganberkelanjutan\/en\/newsmedia\/detailnews\/3828\/indonesia-taxonomy-for-sustainable-finance-tkbi-version-2\" target=\"_blank\" rel=\"noreferrer noopener\">TKBI Version 2,<\/a> launched in February 2025, marked an important step forward. It expanded TSC for sectors such as transport, construction, and parts of AFOLU (forestry and palm oil plantation) in addition to Version 1\u2019s TSC on energy. It also includes a traffic-light system to reflect both green and transitioning activities.&nbsp;<\/p>\n\n\n\n<p>However, in Version 2, the TSCs of the taxonomy did not yet cover key sectors with the highest potential of reducing methane emissions, such as Agriculture, Waste and Wastewater. While fossil \u2013fuel related activities are covered under the Energy sector, targeted criteria for methane-specific interventions, such as leak detection and repair (LDAR) have not yet been explicitly defined. These sectors together account for some of the largest contributions to Indonesia\u2019s methane emissions (Climate Trace, <a href=\"https:\/\/www.climatetrace.org\/inventory?country=IDN&amp;year_from=2023&amp;year_to=2023&amp;gas=ch4\" target=\"_blank\" rel=\"noreferrer noopener\">2023<\/a>).&nbsp;<\/p>\n\n\n\n<p>With TKBI Version 3 now under development and expected to be released in Q1 2026, it is set to introduce TSC for the remaining priority sectors including Waste, Industry Processes and Product Use (IPPU), and the remaining AFOLU activities. It is a timely opportunity to embed methane-abatement pathways directly into the taxonomy, and would not only help close the methane-finance gap but also position Indonesia alongside other global leaders which include methane abatement in its taxonomies.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Lessons from global and regional peers<\/strong>&nbsp;<\/h2>\n\n\n<ul>\n<li><span class=\"TextRun SCXW125645504 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW125645504 BCX8\">The <\/span><\/span><strong><span class=\"TextRun SCXW125645504 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW125645504 BCX8\">EU Taxonomy <\/span><\/span><\/strong><span class=\"TextRun SCXW125645504 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW125645504 BCX8\">has set a benchmark by <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">establishing<\/span> <span class=\"NormalTextRun SCXW125645504 BCX8\">detailed TSC for <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">sectors that<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\"> are major sources of methane such as Agriculture, Waste<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">,<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\"> and Energy. <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">It clearly defined a<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">ctivities such as anaerobic digestion, landfill gas <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">capture<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\"> and improved manure management, <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">including <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">thresholds and performance metrics that <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">facilitate<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\"> investment.<\/span> <span class=\"NormalTextRun SCXW125645504 BCX8\">For example, the TSC for biofuel manufacturing requires that feedstocks exclude food and feed crops, <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">comply with<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\"> sustainable biomass sourcing rules, and incorporate methane control safeguards where applicable.<\/span> <span class=\"NormalTextRun SCXW125645504 BCX8\">This clarity sends strong signals to the market and helps align capital with climate <\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">objectives<\/span><span class=\"NormalTextRun SCXW125645504 BCX8\">.<\/span><\/span><span class=\"EOP SCXW125645504 BCX8\" data-ccp-props=\"{&quot;469777462&quot;:[2508],&quot;469777927&quot;:[0],&quot;469777928&quot;:[1]}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW234910496 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW234910496 BCX8\">Beyond the taxonomy, the EU is also advancing regulations that aim to curb methane emissions from fossil fuels, including those imported into the bloc<\/span><span class=\"NormalTextRun SCXW234910496 BCX8\"> with its new <\/span><\/span><strong><span class=\"TextRun SCXW234910496 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW234910496 BCX8\">EU Methane Regulation<\/span><\/span><\/strong><span class=\"TextRun SCXW234910496 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW234910496 BCX8\">, adopted in 2024. This means that countries exporting fossil fuels to the EU, including Indonesia, may soon need to meet stricter methane control requirements<\/span><span class=\"NormalTextRun SCXW234910496 BCX8\"> (<\/span><span class=\"NormalTextRun SCXW234910496 BCX8\">Directorate-General for Energy<\/span><span class=\"NormalTextRun SCXW234910496 BCX8\">, <\/span><\/span><a class=\"Hyperlink SCXW234910496 BCX8\" href=\"https:\/\/energy.ec.europa.eu\/news\/new-eu-methane-regulation-reduce-harmful-emissions-fossil-fuels-europe-and-abroad-2024-05-27_en\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW234910496 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW234910496 BCX8\" data-ccp-charstyle=\"Hyperlink\">2024<\/span><\/span><\/a><span class=\"TextRun SCXW234910496 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW234910496 BCX8\">). By strengthening its own taxonomy <\/span><span class=\"NormalTextRun SCXW234910496 BCX8\">and methane management frameworks, Indonesia can pre-emptively align with international expectations and enhance its credibility with global investors<\/span><span class=\"NormalTextRun SCXW234910496 BCX8\">.<\/span><\/span><span class=\"EOP SCXW234910496 BCX8\" data-ccp-props=\"{&quot;469777462&quot;:[2508],&quot;469777927&quot;:[0],&quot;469777928&quot;:[1]}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW82494553 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW82494553 BCX8\">The <\/span><\/span><strong><span class=\"TextRun SCXW82494553 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW82494553 BCX8\">Singapore-Asia <\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">Taxonomy <\/span><\/span><\/strong><span class=\"TextRun SCXW82494553 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW82494553 BCX8\">takes <\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">a technical approach to methane abatement in the Waste sector. It <\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">sets <\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">specifi<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">c<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\"> requirements for<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\"> managing<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\"> methane in solid waste and landfill operations,<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\"> including source-segregated waste, contingency plans to minimi<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">z<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">e methane leakage, and productive use of biogas (e.g.<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">,<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\"> for energy or grid injection). Operational thresholds<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">\u2014<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">such <\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">as minimum efficiency levels and safeguards<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\">\u2014<\/span><span class=\"NormalTextRun SCXW82494553 BCX8\"> are embedded in the screening criteria, aligning with best practices for methane mitigation.<\/span><\/span><span class=\"EOP SCXW82494553 BCX8\" data-ccp-props=\"{&quot;469777462&quot;:[2508],&quot;469777927&quot;:[0],&quot;469777928&quot;:[1]}\">\u00a0<\/span><\/li>\n<\/ul>\n\n\n<p>By drawing from these examples, TKBI Version 3 can deliver bankable, high-impact methane abatement guidance that remains aligned with Indonesia\u2019s national priorities and market readiness.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why activity-level clarity in TSCs matter<\/strong>&nbsp;<\/h2>\n\n\n\n<p>In Indonesia, many national policies and its NDC already recognize methane abatement solutions. But without inclusion in the TKBI, these activities will remain outside the scope of sustainable finance and miss the opportunity to attract sufficient capital. Developing clear, activity-level TSC will help direct capital toward these high-impact interventions.&nbsp;<\/p>\n\n\n\n<p>There are several market-ready measures for methane abatement that could be
