{"id":3567,"date":"2014-04-21T00:01:57","date_gmt":"2014-04-21T07:01:57","guid":{"rendered":"https:\/\/climatepolicyinitiative.org\/?p=3567"},"modified":"2026-04-19T04:15:10","modified_gmt":"2026-04-19T04:15:10","slug":"adjustments-to-indian-renewable-energy-policies-could-save-up-to-78-in-subsidies","status":"publish","type":"post","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/adjustments-to-indian-renewable-energy-policies-could-save-up-to-78-in-subsidies\/","title":{"rendered":"Adjustments to Indian renewable energy policies could save up to 78% in subsidies"},"content":{"rendered":"<p>Recently, the Government of India <a href=\"http:\/\/www.bloomberg.com\/news\/2014-04-02\/india-to-award-1-gigawatt-of-solar-permits-by-2015.html\">announced plans<\/a> to award licenses for an additional one gigawatt of solar in the next year \u2013 about half the capacity of the Hoover Dam and enough to meet the energy needs of two million people. This move is part of India\u2019s already ambitious targets for renewable energy that aim to address rising energy demand, decrease the country\u2019s dependence on fossil fuel imports, and mitigate climate change.<\/p>\n<p>To ensure the country meets these targets, India provides a package of renewable energy support policies that includes state-level feed-in tariffs and federal subsidies, which are in the form of a generation based incentive \u2013 a per unit subsidy; viability gap funding \u2013 a capital grant; and accelerated depreciation.<\/p>\n<p>However, given the ambitious goals, but limited budget in India, the <i>cost-effectiveness<\/i> of these policies is an important factor for policymakers.<\/p>\n<p>Our recent study \u201c<a href=\"https:\/\/climatepolicyinitiative.org\/publication\/solving-indias-renewable-energy-financing-challenge-which-federal-policies-can-be-most-effective\">Solving India\u2019s Renewable Energy Financing Challenge: Which Federal Policies can be Most Effective?<\/a>\u201d took on the question of cost-effectiveness by comparing a range of policy alternatives to the status quo.<\/p>\n<p>Our findings were striking. We found that a policy that both reduces the cost of debt and extends its tenor is the most cost-effective. In fact, for wind energy, reducing debt cost to 5.9% and extending tenor by 10 years can cut the cost of total federal and state support by up to 78%. For solar energy, which is more capital-intensive, reducing debt cost to 1.2% and extending tenor by 10 years can cut the cost of support by 28%.<!--more--><\/p>\n<p>Still, while cost-effectiveness is clearly important, it may be only one of the many issues federal policymakers factor into their decisions. Recognizing this, we looked at a range of policies across the factors policymakers have indicated are important drivers of their policy choices:<\/p>\n<ul>\n<li>How much of the gap between the unsubsidized cost of renewable energy and the price of electricity could the federal government cover, i.e. what is the <i>viability gap coverage potential<\/i>? This helps determine the extent to which the federal government can support renewables in absence of state support, making it easier to garner state support for expensive renewables.<\/li>\n<li>How much of the budgetary allocation would the federal government be able to recover over time, i.e. what is the <i>subsidy-recovery potential<\/i>? This enables the federal government to assess whether funds deployed under a particular policy could be reused over time for other purposes.<\/li>\n<li>How could the federal government ensure that the <i>production of renewable energy<\/i> is incentivized and not just capacity installation? This is crucial to achieve the federal government\u2019s goal of achieving 15% of electricity production through renewables by 2020.<\/li>\n<li>Given a fixed annual federal budgetary allocation, how much renewable capacity can the federal government support, i.e. what is the <i>one-year budget efficiency<\/i>? This enables the government to identify federal policies that would have the highest deployment potential in the short-term.<\/li>\n<\/ul>\n<p>Our results for wind policies are in the figure below.<\/p>\n<p><a href=\"https:\/\/climatepolicyinitiative.org\/2014\/04\/21\/adjustments-to-indian-renewable-energy-policies-could-save-up-to-78-in-subsidies\/finance-policies-effectiveness-all-other-charts_wind-bar-chart-final\/\" rel=\"attachment wp-att-3568\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3568\" alt=\"Finance Policies Effectiveness - all other charts_Wind Bar Chart - final\" src=\"http:\/\/climatepolicyinitiative.org\/wp-content\/uploads\/2014\/04\/Finance-Policies-Effectiveness-all-other-charts_Wind-Bar-Chart-final-1024x818.png\" width=\"614\" height=\"491\" \/><\/a><\/p>\n<p>While there is no single policy that performs best across all criteria, strikingly, every one of the debt-related policies is more attractive across many criteria compared to existing policies, both in the long-term as well as the short-term.<\/p>\n<ul>\n<li>In the long-term, reduced-cost extended-tenor debt is 28-78% more cost effective than current policy, and provides 49-76% higher subsidy recovery.<\/li>\n<li>In the short-term (i.e., at current support levels), reduced cost, extended-tenor debt is 18-35% more cost-effective than current policy; however, it would support 60-83% less deployment.<\/li>\n<li>Finally, an interest subsidy has the highest one-year budget efficiency, making it the most attractive subsidy in the short-term. It is also up to 62% more cost-effective in the long-term..<\/li>\n<\/ul>\n<p>Meeting India\u2019s targets as effectively (and as cost-effectively) as possible will require the most efficient, effective combination of policies possible.
