Despite being frequently cited as potential sources of large-scale investment for wind farms or solar plants, CPI recently found&nbsp;<a href=\"https:\/\/climatepolicyinitiative.org\/publication\/the-challenge-of-institutional-investment-in-renewable-energy\/\" rel=\"nofollow\">that barriers and management practices prevent all but a few institutional investors<\/a>&nbsp;from actively engaging in renewable energy projects.<\/p>\n<p>That\u2019s why,&nbsp;<strong>when an institutional investor does engage in a renewable energy project, it is important&nbsp;<a href=\"https:\/\/climatepolicyinitiative.org\/sgg\/\" rel=\"nofollow\">to draw out lessons<\/a>&nbsp;to understand what worked<\/strong>, what was needed to encourage their participation, and what potential exists to replicate and scale similar approaches.<!--more--><\/p>\n<p><strong>In a <a href=\"https:\/\/climatepolicyinitiative.org\/sgg\/publication\/san-giorgio-case-studies-jadraas-onshore-windfarm\" target=\"_blank\" rel=\"noopener noreferrer\">new case study<\/a><\/strong><strong>, CPI describes these insights from a windfarm with a unique financing arrangement: The J\u00e4dra\u00e5s Onshore Windfarm in Sweden.<\/strong><\/p>\n<p>The windfarm is the largest in Scandinavian Europe at 203 MW, delivering power to 100,000 homes. Swedish project developer, Arise Windpower, and UK private equity investor, Platina Partners, share one third of the EUR 360 million project cost. The remaining two-thirds is secured equally with debt from conventional commercial bank lenders, and innovative lending from an institutional investor, Danish pension fund, PensionDanmark, whose position was guaranteed by the Danish state-backed export credit agency, EKF (<em>Eksport Kredit Fonden<\/em>).<\/p>\n<p><strong>As we describe in the case study, the unique financing arrangement essentially created a<\/strong>&nbsp;<em><strong>Synthetic Loan<\/strong><\/em>&nbsp;<strong>to slot in alongside commercial lending at commercial interest rates to expand existing lending capacity (see figure), and allow the pension fund to receive returns above those of AAA rated government bonds, with no additional investment risks<\/strong>.<\/p>\n<p><a href=\"http:\/\/climatepolicyinitiative.org\/wp-content\/uploads\/2013\/09\/Project-Finance-Options-Renewable-Energy.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2840 alignnone\" alt=\"Project-Finance-Options-Renewable-Energy\" src=\"http:\/\/climatepolicyinitiative.org\/wp-content\/uploads\/2013\/09\/Project-Finance-Options-Renewable-Energy.png\" width=\"966\" height=\"554\" srcset=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2013\/09\/Project-Finance-Options-Renewable-Energy.png 966w, https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2013\/09\/Project-Finance-Options-Renewable-Energy-300x172.png 300w\" sizes=\"auto, (max-width: 966px) 100vw, 966px\" \/><\/a><\/p>\n<p>By successfully accounting for stakeholder interests, the J\u00e4dra\u00e5s financing structure realizes two overarching objectives. Firstly, in the context of limited long-term commercial bank lending capacity, to secure alternative funding and ultimately realize project financing needs. Secondly, to bolster Danish economic interests by supporting wind industry exports by using Denmark-based Vestas turbine technology, and maintaining investments in renewable energy projects despite widespread economic recession. The arrangement ultimately shows that public support can be used to encourage institutional investment in green technologies, provided they are offered risk coverage.<\/p>\n<p>The potential for scaling up and replication is there, and the good news is that we find that J\u00e4dra\u00e5s financing structure is already being replicated in different geographies, with different technologies.
