No entanto, esse valor representa apenas 8% do total das opera\u00e7\u00f5es de cr\u00e9dito rural para as finalidades de custeio, investimento e industrializa\u00e7\u00e3o no pa\u00eds nesse per\u00edodo, que tiveram uma m\u00e9dia de R$ 158 bilh\u00f5es\/ano.<a id=\"_ftnref1\" href=\"#_ftn1\"><sup>[1]<\/sup><\/a><\/p>\n\n\n\n<p>Os recursos privados das institui\u00e7\u00f5es financeiras que operam o cr\u00e9dito rural \u2014 que incluem bancos p\u00fablicos, privados e cooperativas de cr\u00e9dito \u2014 corresponderam a R$ 7,8 bilh\u00f5es\/ano (65%) do cr\u00e9dito rural alinhado ao clima, como mostra a Figura 4. As institui\u00e7\u00f5es financeiras precisam seguir um conjunto de regras para a opera\u00e7\u00e3o do cr\u00e9dito rural que s\u00e3o determinadas pelo Plano Safra, principal pol\u00edtica agropecu\u00e1ria brasileira.<a id=\"_ftnref2\" href=\"#_ftn2\"><sup>[2]<\/sup><\/a> Dentre as regras, est\u00e1 a obriga\u00e7\u00e3o de as institui\u00e7\u00f5es financeiras destinarem parte dos recursos de conta corrente e de poupan\u00e7a para o cr\u00e9dito rural.<a id=\"_ftnref3\" href=\"#_ftn3\"><sup>[3]<\/sup><\/a> Embora sejam direcionados por determina\u00e7\u00e3o de pol\u00edticas p\u00fablicas, esses montantes s\u00e3o oriundos de fontes privadas, o que explica a relevante participa\u00e7\u00e3o privada no cr\u00e9dito rural alinhado ao clima.<\/p>\n\n\n\n<p><strong>Figura 4.<\/strong> Financiamento Clim\u00e1tico via Cr\u00e9dito Rural por Fonte de Recurso, 2015-2020<\/p>\n\n\n\n<p><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"1008\" class=\"wp-image-57954\" style=\"width: 900px;\" src=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2023\/09\/LLUFIG04WP-PT.jpg\" alt=\"\" srcset=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2023\/09\/LLUFIG04WP-PT.jpg 1824w, https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2023\/09\/LLUFIG04WP-PT-268x300.jpg 268w, https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2023\/09\/LLUFIG04WP-PT-915x1024.jpg 915w, https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2023\/09\/LLUFIG04WP-PT-1372x1536.jpg 1372w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/p>\n\n\n\n<p><em><strong>Nota:<\/strong> Os valores referem-se \u00e0 m\u00e9dia anual, deflacionados pelo IPCA, tendo como refer\u00eancia dezembro de 2020.<br><strong>Fonte:<\/strong> CPI\/PUC-Rio com base nos dados do Sicor\/BCB, 2023<\/em><\/p>\n\n\n\n<p>O financiamento p\u00fablico representou R$ 2,7 bilh\u00f5es\/ano (22%) dos fluxos clim\u00e1ticos no cr\u00e9dito rural. O BNDES foi a principal fonte de financiamento p\u00fablico com R$ 1,5 bilh\u00e3o\/ano (12%). Os Fundos Constitucionais de Financiamento (FCFs) tamb\u00e9m tiveram papel de destaque, tendo direcionado, conjuntamente, R$ 1,2 bilh\u00e3o\/ano (10%) dos recursos mapeados no per\u00edodo via cr\u00e9dito rural, sendo R$ 765 milh\u00f5es\/ano provenientes do Fundo Constitucional de Financiamento do Nordeste (FNE), R$ 274 milh\u00f5es\/ano do Fundo Constitucional de Financiamento do Norte (FNO) e R$ 135 milh\u00f5es\/ano do Fundo Constitucional de Financiamento do Centro-Oeste (FCO).<\/p>\n\n\n\n<p>O Plano Safra regula as fontes de recursos, os montantes alocados para cada linha de cr\u00e9dito e as principais condi\u00e7\u00f5es para financiar atividades agr\u00edcolas e pecu\u00e1rias com as finalidades de custeio, investimento, comercializa\u00e7\u00e3o e industrializa\u00e7\u00e3o. De fato, existe uma ampla variedade de fontes de recursos e programas para produtores rurais com diferentes condi\u00e7\u00f5es de financiamento. A complexidade de regras acarreta varia\u00e7\u00f5es artificiais na disponibilidade de recursos para o cr\u00e9dito, o que gera distor\u00e7\u00f5es e inefici\u00eancia (Souza, Herschmann e Assun\u00e7\u00e3o 2020).<a id=\"_ftnref4\" href=\"#_ftn4\"><sup>[4]<\/sup><\/a><\/p>\n\n\n\n<p>A Figura 5 mostra o financiamento clim\u00e1tico para uso da terra no Brasil por linha de cr\u00e9dito rural. O Programa para Redu\u00e7\u00e3o da Emiss\u00e3o de Gases de Efeito Estufa na Agricultura (Programa ABC) foi a principal linha de cr\u00e9dito rural que contribuiu para o financiamento clim\u00e1tico no per\u00edodo. Essa linha foi criada para alcan\u00e7ar os objetivos do Plano ABC, principal iniciativa governamental para reduzir emiss\u00f5es e promover a adapta\u00e7\u00e3o do setor agropecu\u00e1rio \u00e0s mudan\u00e7as clim\u00e1ticas, elaborado para a d\u00e9cada de 2011 a 2020. Atualmente, o plano est\u00e1 em uma nova fase chamada Plano ABC+, com implementa\u00e7\u00e3o entre 2021 e 2030. Essa linha de cr\u00e9dito correspondeu a apenas 1% do valor total anual das opera\u00e7\u00f5es de cr\u00e9dito rural.<a id=\"_ftnref5\" href=\"#_ftn5\"><sup>[5]<\/sup><\/a><\/p>\n\n\n\n<p>Entretanto, a maior parte do financiamento clim\u00e1tico via cr\u00e9dito rural ocorreu sem v\u00ednculo a um programa espec\u00edfico, com o montante correspondendo a R$ 6,8 bilh\u00f5es\/ano (56%). Al\u00e9m disso, R$ 1,5 bilh\u00e3o\/ano (13%) foi canalizado pelo Programa Nacional de Apoio ao M\u00e9dio Produtor Rural (Pronamp)<a id=\"_ftnref6\" href=\"#_ftn6\"><sup>[6]<\/sup><\/a>, linha que atende os m\u00e9dios produtores rurais, enquanto R$ 1,3 bilh\u00e3o\/ano (11%) foi canalizado pelo Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf)<a id=\"_ftnref7\" href=\"#_ftn7\"><sup>[7]<\/sup><\/a>, linha que atende os agricultores familiares.<\/p>\n\n\n\n<p>Existe um desafio para identificar os benefici\u00e1rios finais do financiamento clim\u00e1tico canalizado via cr\u00e9dito rural. Os dados n\u00e3o permitem quantificar os fluxos destinados a povos ind\u00edgenas, quilombolas e comunidades tradicionais.<a id=\"_ftnref8\" href=\"#_ftn8\"><sup>[8]<\/sup><\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2023\/09\/Panorama-de-Financiamento-Climatico-para-Uso-da-Terra-no-Brasil.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"button\">Relat\u00f3rio Completo (em pdf)<\/span><\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><a href=\"#_ftnref1\" id=\"_ftn1\">[1]<\/a> O cr\u00e9dito rural com a finalidade de comercializa\u00e7\u00e3o n\u00e3o foi considerado, como explicado anteriormente.<\/p>\n\n\n\n<p><a href=\"#_ftnref2\" id=\"_ftn2\">[2]<\/a> O Plano Safra \u00e9 anunciado anualmente pelo governo federal. As condi\u00e7\u00f5es espec\u00edficas para as linhas de cr\u00e9dito est\u00e3o sujeitas \u00e0 aprova\u00e7\u00e3o do Conselho Monet\u00e1rio Nacional (CMN) e s\u00e3o registradas anualmente no Manual de Cr\u00e9dito Rural (MCR) pelo Banco Central do Brasil (BCB 2023; Souza, Herschmann e Assun\u00e7\u00e3o 2020).<\/p>\n\n\n\n<p><a id=\"_ftn3\" href=\"#_ftnref3\">[3]<\/a> As duas principais fontes de recurso para o cr\u00e9dito rural s\u00e3o os recursos obrigat\u00f3rios \u2014 que correspondem a 30% dos dep\u00f3sitos em conta corrente \u2014 e a poupan\u00e7a rural \u2014 que direciona 65% dos dep\u00f3sitos de poupan\u00e7a em determinados bancos p\u00fablicos e cooperativas para financiar o setor rural. Al\u00e9m disso, as institui\u00e7\u00f5es financeiras s\u00e3o obrigadas a cumprir subexigibilidades e alocar uma fra\u00e7\u00e3o de seus recursos em programas de cr\u00e9dito como o Pronaf (para agricultura familiar) e Pronamp (para m\u00e9dios produtores) (Souza, Herschmann e Assun\u00e7\u00e3o 2020).<\/p>\n\n\n\n<p><a href=\"#_ftnref4\" id=\"_ftn4\">[4]<\/a> No ano agr\u00edcola de 2020\/21, o Plano Safra estabeleceu taxas de juros entre 2,75% e 7,5% para o cr\u00e9dito controlado pelo governo, dependendo da linha de cr\u00e9dito, do tamanho do produtor e da finalidade do empr\u00e9stimo (custeio, investimento, comercializa\u00e7\u00e3o ou industrializa\u00e7\u00e3o). Os subs\u00eddios governamentais resultam em taxas de juros menores do que as do mercado privado, o que ajuda a impulsionar o uso do cr\u00e9dito.<\/p>\n\n\n\n<p><a href=\"#_ftnref5\" id=\"_ftn5\">[5]<\/a> O cr\u00e9dito rural com a finalidade de comercializa\u00e7\u00e3o n\u00e3o foi considerado, como explicado anteriormente. O Programa ABC tem a finalidade de investimento.<\/p>\n\n\n\n<p><a href=\"#_ftnref6\" id=\"_ftn6\">[6]<\/a> S\u00e3o considerados benefici\u00e1rios do Pronamp os produtores rurais com no m\u00ednimo 80% da renda bruta anual oriunda de atividade agropecu\u00e1ria\/extrativista vegetal e que possuam renda bruta anual de at\u00e9 R$ 3 milh\u00f5es.<\/p>\n\n\n\n<p><a id=\"_ftn7\" href=\"#_ftnref7\">[7]<\/a> Em agosto de 2023, o Manual de Cr\u00e9dito Rural (MCR 1-2-5E) considera como pequeno produtor rural e benefici\u00e1rio do Pronaf os produtores com at\u00e9 R$500.000 de Receita Bruta Agropecu\u00e1ria Anual (RBA), ou que \u00e9 detentor de Declara\u00e7\u00e3o de Aptid\u00e3o ao Pronaf (DAP), ou do documento Cadastro Nacional da Agricultura Familiar do Programa Nacional de Fortalecimento da Agricultura Familiar (CAF-Pronaf). Essas condi\u00e7\u00f5es s\u00e3o v\u00e1lidas desde que o produtor detenha at\u00e9 quatro m\u00f3dulos fiscais de terra (cont\u00edgua ou n\u00e3o) e que 50% da renda bruta familiar seja oriunda da explora\u00e7\u00e3o agropecu\u00e1ria. O m\u00f3dulo fiscal \u00e9 uma unidade de medida, em hectares, cujo valor \u00e9 fixado pelo Instituto Nacional de Coloniza\u00e7\u00e3o e Reforma Agr\u00e1ria (Incra) para cada munic\u00edpio e corresponde \u00e0 \u00e1rea m\u00ednima necess\u00e1ria a uma propriedade rural para que sua explora\u00e7\u00e3o seja economicamente vi\u00e1vel.
