{"id":73148,"date":"2024-06-06T14:01:30","date_gmt":"2024-06-06T14:01:30","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&#038;p=73148"},"modified":"2026-04-01T03:08:34","modified_gmt":"2026-04-01T03:08:34","slug":"sustentabilidade-no-plano-safra-2024-2025","status":"publish","type":"cpi_publications","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/sustentabilidade-no-plano-safra-2024-2025\/","title":{"rendered":"Sustentabilidade no Plano Safra 2024\/2025"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>Propostas para o Cr\u00e9dito Rural<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cr\u00e9dito rural e desmatamento ilegal<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Impedimento do cr\u00e9dito rural para propriedades com desmatamento ilegal<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As\u00a0institui\u00e7\u00f5es financeiras\u00a0devem refor\u00e7ar seus requisitos ambientais ao conceder cr\u00e9dito rural. \u00c9\u00a0preciso verificar a presen\u00e7a de desmatamento anterior e exigir Autoriza\u00e7\u00e3o de Supress\u00e3o de Vegeta\u00e7\u00e3o ou documenta\u00e7\u00e3o equivalente. \u00c9 necess\u00e1rio tamb\u00e9m monitorar\u00a0regularmente a ocorr\u00eancia de novos desmatamentos ap\u00f3s a concess\u00e3o do\u00a0cr\u00e9dito e suspender a opera\u00e7\u00e3o\u00a0caso o produtor n\u00e3o comprove a\u00a0regularidade do\u00a0desmatamento.<\/li>\n\n\n\n<li>O BNDES j\u00e1 implementa essa medida desde fevereiro de\u00a02023.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cr\u00e9dito rural subsidiado e desmatamento<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: O cr\u00e9dito rural subsidiado n\u00e3o deve ser direcionado para propriedades com desmatamento, seja este legal ou ilegal.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A abund\u00e2ncia de terras j\u00e1 desmatadas e subutilizadas no Brasil oferece a oportunidade de expandir a\u00a0produ\u00e7\u00e3o agropecu\u00e1ria sem remover vegeta\u00e7\u00e3o nativa adicional. \u00a0<\/li>\n\n\n\n<li>Para atingir a meta de desmatamento zero at\u00e9 2030, \u00e9 preciso que\u00a0os\u00a0incentivos econ\u00f4micos atuem na dire\u00e7\u00e3o da\u00a0preserva\u00e7\u00e3o ambiental.<\/li>\n\n\n\n<li>O elevado gasto fiscal\u00a0com a pol\u00edtica, que direcionou R$ 13,6 bilh\u00f5es em subs\u00eddios ao cr\u00e9dito no Plano Safra 2023\/2024, deve gerar retornos\u00a0que promovam\u00a0a\u00a0moderniza\u00e7\u00e3o do setor e a transi\u00e7\u00e3o para uma agropecu\u00e1ria sustent\u00e1vel\u00a0de baixo\u00a0carbono.\u00a0<\/li>\n\n\n\n<li>O desmatamento gera custos sociais, econ\u00f4micos, ambientais e clim\u00e1ticos:\u00a0perda de biodiversidade, doen\u00e7as zoon\u00f3ticas, altera\u00e7\u00f5es nos padr\u00f5es de chuva que impactam negativamente a produ\u00e7\u00e3o agr\u00edcola e a gera\u00e7\u00e3o de energia, emiss\u00f5es de gases de efeito estufa que geram aquecimento global.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cr\u00e9dito e pr\u00e1ticas sustent\u00e1veis<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Defini\u00e7\u00e3o de crit\u00e9rios para classificar pr\u00e1ticas agropecu\u00e1rias sustent\u00e1veis para estabelecer condi\u00e7\u00f5es diferenciadas de financiamento,\u00a0como o desconto na taxa de juros ou aumento de limite de cr\u00e9dito.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Esses crit\u00e9rios devem estar em linha com a <strong>Taxonomia Sustent\u00e1vel Brasileira<\/strong>, que est\u00e1 sendo desenvolvida pelo Minist\u00e9rio da Fazenda.\u00a0<\/li>\n\n\n\n<li>Os crit\u00e9rios devem ser harmonizados, precisos e t\u00e9cnicos\u00a0para definir a sustentabilidade do\u00a0setor de uso da terra no Brasil.<\/li>\n\n\n\n<li>\u00c9 necess\u00e1rio priorizar esfor\u00e7os buscando crit\u00e9rios pass\u00edveis de verifica\u00e7\u00e3o e monitoramento em larga escala\u00a0com os dados dispon\u00edveis.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Monitoramento e Assist\u00eancia T\u00e9cnica no Renovagro<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Monitoramento e acompanhamento da implementa\u00e7\u00e3o dos projetos das linhas&nbsp;de cr\u00e9dito do&nbsp;<\/strong><strong>Renovagro<\/strong><strong>. Articula\u00e7\u00e3o do <\/strong><strong>Renovagro<\/strong><strong> com assist\u00eancia t\u00e9cnica e instrumentos de gerenciamento de risco.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c9 preciso garantir que os recursos subsidiados gerem os resultados de sustentabilidade\u00a0esperados, induzindo uma agropecu\u00e1ria de baixo carbono. As linhas de cr\u00e9dito do Renovagro, como\u00a0recupera\u00e7\u00e3o\u00a0de pastagens, precisam ter sua implementa\u00e7\u00e3o acompanhada para verificar a implementa\u00e7\u00e3o do projeto.<\/li>\n\n\n\n<li>Melhor articula\u00e7\u00e3o do cr\u00e9dito\u00a0do Renovagro com assist\u00eancia t\u00e9cnica e instrumentos de gerenciamento de risco para garantir efetividade do investimento.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cr\u00e9dito e C\u00f3digo Florestal<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Plano Safra deve incentivar a regulariza\u00e7\u00e3o ambiental do produtor rural, oferecendo condi\u00e7\u00f5es diferenciadas de cr\u00e9dito para aqueles em conformidade com a legisla\u00e7\u00e3o ambiental.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Produtores em conformidade com o C\u00f3digo Florestal, com excedente de Reserva Legal,\u00a0com\u00a0Programa de Regulariza\u00e7\u00e3o Ambiental ou documento equivalente devem ser priorizados.<\/li>\n\n\n\n<li>Melhores condi\u00e7\u00f5es de financiamento podem ocorrer na forma de aumento dos limites de cr\u00e9dito ou descontos nas taxas de juros. Podem tamb\u00e9m ser oferecidos aumento de prazo do financiamento para projetos\u00a0de restaura\u00e7\u00e3o e adequa\u00e7\u00e3o ambiental.\u00a0\u00a0<\/li>\n\n\n\n<li>O Plano Safra possui instrumentos para incentivar a implementa\u00e7\u00e3o do C\u00f3digo Florestal, que \u00e9 fundamental para conciliar produ\u00e7\u00e3o agropecu\u00e1ria e conserva\u00e7\u00e3o ambiental.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Acesso a cr\u00e9dito para pequenos produtores<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Plano Safra deve priorizar os produtores de menor porte atrav\u00e9s do Pronaf para aliviar suas restri\u00e7\u00f5es financeiras e promover ganhos de produtividade.&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Apenas 15% dos agricultores familiares no Brasil acessam cr\u00e9dito.<\/li>\n\n\n\n<li>A linha de cr\u00e9dito do Pronaf, voltada para a agricultura familiar, n\u00e3o prioriza os produtores mais vulner\u00e1veis, que n\u00e3o conseguem acessar cr\u00e9dito. A maior parte dos recursos financia o cultivo de gr\u00e3os no centro-sul do pa\u00eds.<\/li>\n\n\n\n<li>Evid\u00eancias emp\u00edricas apontam que o cr\u00e9dito fomenta ganhos de produtividade para os produtores rurais, promove moderniza\u00e7\u00e3o das pr\u00e1ticas agropecu\u00e1rias e alivia press\u00f5es por desmatamento, especialmente para os pequenos produtores. Esses\u00a0produtores sofrem maiores restri\u00e7\u00f5es financeiras e modificam suas decis\u00f5es de produ\u00e7\u00e3o com a disponibilidade de cr\u00e9dito.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Fundos Constitucionais<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Os&nbsp;Fundos Constitucionais de Financiamento&nbsp;devem priorizar os&nbsp;produtores vulner\u00e1veis de forma efetiva e destinar recursos para a agropecu\u00e1ria sustent\u00e1vel.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fundos Constitucionais de Financiamento do Norte, Nordeste e Centro-Oeste devem seguir as mesmas regras e crit\u00e9rios de exigibilidade do Sistema Nacional de Cr\u00e9dito Rural.<\/li>\n\n\n\n<li>Recursos dos Fundos devem priorizar pequenos produtores e regi\u00f5es menos desenvolvidas.<\/li>\n\n\n\n<li>Os\u00a0Fundos Constitucionais\u00a0de\u00a0Financiamento devem destinar recursos para o\u00a0Renovagro\u00a0e o Pronaf ABC+ para financiar projetos\u00a0de investimento.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Propostas para o Seguro Rural e o\u00a0Proagro<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>PSR e Proagro<\/strong><\/h3>\n\n\n\n<p><strong>Proposta: Subs\u00eddios do&nbsp;<\/strong><strong>Programa de Subven\u00e7\u00e3o ao Pr\u00eamio&nbsp;do Seguro Rural (<\/strong><strong>PSR) devem seguir os mesmos impedimentos sociais, ambientais e clim\u00e1ticos que valem para o cr\u00e9dito rural.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>O novo Plano Nacional de Gest\u00e3o de Risco Agropecu\u00e1rio prev\u00ea um parte desses impedimentos: Trabalho escravo, \u00c1reas Embargadas, Terras Ind\u00edgenas, Unidades de Conserva\u00e7\u00e3o, S\u00edtios Arqueol\u00f3gicos, Comunidades Quilombolas.<\/li>\n\n\n\n<li>Embora esse novo plano represente um avan\u00e7o importante,\u00a0ainda n\u00e3o est\u00e3o harmonizados com os impedimentos vigentes do cr\u00e9dito rural, que incluem tamb\u00e9m a an\u00e1lise de situa\u00e7\u00e3o do CAR (cancelado ou suspenso) e im\u00f3veis situados em \u00e1rea de Floresta P\u00fablica Tipo B.\u00a0<\/li>\n\n\n\n<li>Crit\u00e9rios socioambientais da subven\u00e7\u00e3o do PSR deveriam valer para toda a \u00e1rea do CAR e n\u00e3o somente para a \u00e1rea segurada.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><strong>Proposta: Prioriza\u00e7\u00e3o de recursos do&nbsp;PSR e do <\/strong><strong>Proagro<\/strong><strong> para produtores que n\u00e3o est\u00e3o envolvidos em desmatamento ilegal e que utilizam pr\u00e1ticas agropecu\u00e1rias sustent\u00e1veis.&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Com a escassez de recursos do PSR, o crit\u00e9rio de aloca\u00e7\u00e3o do subs\u00eddio pode ser definido para promover melhores pr\u00e1ticas.\u00a0<\/li>\n\n\n\n<li>Direcionamento da subven\u00e7\u00e3o para produtores que contratem\u00a0as linhas Renovagro.<\/li>\n\n\n\n<li>Disponibiliza\u00e7\u00e3o de seguro para viveiros e\u00a0amplia\u00e7\u00e3o do\u00a0PSR para atender os produtos e atividades relacionados a restaura\u00e7\u00e3o.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><strong>Proposta: Recursos do PSR devem favorecer&nbsp;pequenos produtores e regi\u00f5es onde a cobertura ainda \u00e9 escassa.&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pequenos produtores\u00a0t\u00eam\u00a0maior dificuldade de acesso a instrumentos de\u00a0gerenciamento de risco e hoje\u00a0s\u00e3o atendidos em sua maioria pelo\u00a0Proagro, cujo limite de enquadramento diminuiu este ano e deve deixar parte dos produtores desamparados.<\/li>\n\n\n\n<li>Em regi\u00f5es em que o risco clim\u00e1tico \u00e9 elevado, a tend\u00eancia \u00e9 que as seguradoras aumentem os pre\u00e7os, limitem a oferta de seguros ou mesmo decidam n\u00e3o entrar no mercado.\u00a0<\/li>\n\n\n\n<li>O Brasil tem produtores e regi\u00f5es com\u00a0pouco acesso a seguro e outros instrumentos de gerenciamento de risco.<\/li>\n<\/ul>\n\n\n\n<p><strong>Proposta: Avan\u00e7ar com a regulamenta\u00e7\u00e3o e a operacionaliza\u00e7\u00e3o de um fundo p\u00fablico-privado e impulsionar atividades das resseguradoras.&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Garantir a solv\u00eancia das seguradoras \u00e9 importante frente a um cen\u00e1rio de risco crescente devido\u00a0\u00e0s mudan\u00e7as clim\u00e1ticas.<\/li>\n\n\n\n<li>As seguradoras devem ter instrumentos para se proteger de perdas agropecu\u00e1rias generalizadas, que geram dificuldades para arcar com as indeniza\u00e7\u00f5es. Um fundo p\u00fablico-privado pode ajudar na expans\u00e3o dos instrumentos de gerenciamento de risco. Da mesma forma, as resseguradoras s\u00e3o fundamentais para\u00a0o funcionamento do mercado de seguros.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Recomenda\u00e7\u00f5es do
