A Amaz\u00f4nia Legal desempenha um papel chave na gera\u00e7\u00e3o de energia el\u00e9trica renov\u00e1vel no Brasil, abrigando quatro das cinco principais usinas hidrel\u00e9tricas (Belo Monte, Tucuru\u00ed, Jirau e Santo Ant\u00f4nio).<\/p>\n\n\n\n<p>Os estados da Amaz\u00f4nia Legal foram respons\u00e1veis por mais de 27% da gera\u00e7\u00e3o de energia el\u00e9trica nacional em 2021, mas consumiram apenas 11% do consumo total do pa\u00eds.&nbsp; A Amaz\u00f4nia exporta energia para o resto do pa\u00eds.<\/p>\n\n\n\n<p>Entre 2012 e 2021, a gera\u00e7\u00e3o el\u00e9trica na Amaz\u00f4nia Legal mais do que dobrou, enquanto no resto do Brasil a gera\u00e7\u00e3o el\u00e9trica aumentou apenas 2% no mesmo per\u00edodo. Por outro lado, sua participa\u00e7\u00e3o sobre o consumo nacional n\u00e3o apresentou varia\u00e7\u00e3o significativa no per\u00edodo, ficando em torno de 11% do consumo total do pa\u00eds. <\/p>\n\n\n\n<div style=\"padding-bottom:80%; position:relative; display:block; width: 100%\">\n  <iframe loading=\"lazy\" width=\"100%\" height=\"100%\"\n    src=\"https:\/\/datazoom.shinyapps.io\/app_ts_energia_amz_exporta\/_w_844a4246\/_w_02f03a1c\/_w_1f61dfd1\/_w_a0d660ad\/_w_a97ca038\/?ylog=FALSE&amp;y_option=FALSE&amp;y=total%20produzido&amp;y=consumo%20total&amp;filter=Amaz%C3%B4nia%20Legal\"\n    frameborder=\"0\" allowfullscreen=\"\" style=\"position:absolute; top:0; left: 0\">\n  <\/iframe>\n<\/div>\n\n\n\n<p>Fica claro, portanto, que o aumento na capacidade de gera\u00e7\u00e3o de eletricidade na Amaz\u00f4nia Legal n\u00e3o est\u00e1 sendo destinado ao atendimento da popula\u00e7\u00e3o local. Mesmo &nbsp;a regi\u00e3o sendo exportadora de energia, mais de 14% de sua popula\u00e7\u00e3o n\u00e3o tem acesso a essa energia gerada no Sistema Interligado Nacional (SIN), um sistema de produ\u00e7\u00e3o e transmiss\u00e3o de energia el\u00e9trica, que liga as usinas aos consumidores ao redor do pa\u00eds.<\/p>\n\n\n\n<p>Essa distor\u00e7\u00e3o obriga cerca de &nbsp;tr\u00eas milh\u00f5es de habitantes da regi\u00e3o a serem abastecidos por usinas locais, n\u00e3o conectadas ao SIN, nos Sistemas Isolados (SIs). Esses t\u00eam sua demanda energ\u00e9tica suprida por usinas termel\u00e9tricas que utilizam combust\u00edvel f\u00f3ssil, principalmente, \u00f3leo diesel.&nbsp; Ademais, quase &nbsp;um milh\u00e3o de pessoas vive sem acesso perene \u00e0 energia el\u00e9trica, contando com apenas algumas horas de energia por dia, por meio de geradores a diesel ou a gasolina (<a href=\"https:\/\/energiaeambiente.org.br\/wp-content\/uploads\/2021\/02\/relatorio-amazonia-2021-bx.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">IEMA 2020<\/a>).<\/p>\n\n\n\n<p>Desta forma, apesar de exportar energia renov\u00e1vel para o resto do pa\u00eds, a Amaz\u00f4nia utiliza combust\u00edvel f\u00f3ssil, poluente e caro, para abastecer parte da popula\u00e7\u00e3o local, a parte n\u00e3o conectada ao SIN. Como a popula\u00e7\u00e3o atendida por SIs depende de usina t\u00e9rmica e n\u00e3o do conjunto de todas as usinas do SIN, existe maior risco de interrup\u00e7\u00f5es e por per\u00edodos mais prolongados. A qualidade do fornecimento \u00e9 inferior a oferecida aos consumidores conectados ao SIN.<\/p>\n\n\n\n<p>A gera\u00e7\u00e3o de energia nos SIs \u00e9 mais custosa do que a no SIN por conta do custo do combust\u00edvel e da log\u00edstica complexa de transporte e abastecimento. O custo adicional de gera\u00e7\u00e3o nos SIs em rela\u00e7\u00e3o ao SIN \u00e9 pago por todos os consumidores de energia el\u00e9trica atrav\u00e9s de encargo na conta de luz, a chamada Conta de Consumo de Combust\u00edveis (CCC). O custo da CCC deveria cair ao longo do tempo j\u00e1 que regi\u00f5es atendidas por um Sistema Isolado foram interconectadas ao SIN. No entanto, enquanto o consumo de energia el\u00e9trica em SIs caiu pela metade entre 2013 e 2021, a CCC triplicou. <\/p>\n\n\n\n<div style=\"padding-bottom:80%; position:relative; display:block; width: 100%\">\n  <iframe loading=\"lazy\" width=\"100%\" height=\"100%\"\n    src=\"https:\/\/datazoom.shinyapps.io\/app_ts_sistemas_isolados\/_w_96fb5a09\/?ylog=FALSE&amp;y_option=FALSE&amp;y=Consumo%20Total&amp;y=Despesas%20Estimadas%20CCC%20(Nominal)\"\n    frameborder=\"0\" allowfullscreen=\"\" style=\"position:absolute; top:0; left: 0\">\n  <\/iframe>\n<\/div>\n\n\n\n<p>Apesar de o consumo dos Sistemas Isolados representar apenas 0,6% do consumo total do Brasil em 2021, os Sistemas Isolados emitiram uma quantidade de gases de efeito estufa equivalente a cerca de 10% do que \u00e9 emitido pelo SIN. Somam-se a isso as emiss\u00f5es associadas ao transporte do diesel at\u00e9 as usinas e geradores, feito por vias fluviais ou terrestres.<\/p>\n\n\n\n<p>Entre as solu\u00e7\u00f5es apontadas no estudo do CPI, \u201c<a href=\"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/rios-de-diesel-na-amazonia-legal-por-que-a-regiao-com-as-maiores-hidreletricas-do-pais-depende-de-combustivel-caro-e-poluente\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rio de diesel na Amaz\u00f4nia Legal: Por que a regi\u00e3o com as maiores hidrel\u00e9tricas do pa\u00eds depende de combust\u00edvel caro e poluente?<\/a>\u201d, est\u00e1 a interliga\u00e7\u00e3o da regi\u00e3o atendida por um Sistema Isolado ao SIN, proporcionando maior confiabilidade e qualidade no fornecimento de energia el\u00e9trica. Estimulando, assim, a atividade industrial e de com\u00e9rcio e servi\u00e7os. Outra solu\u00e7\u00e3o \u00e9 aumentar a participa\u00e7\u00e3o de fontes renov\u00e1veis na gera\u00e7\u00e3o de energia em regi\u00f5es em que a interconex\u00e3o n\u00e3o \u00e9 uma op\u00e7\u00e3o.<\/p>\n\n\n\n<p>Uma alternativa para essa \u00faltima solu\u00e7\u00e3o \u00e9 a gera\u00e7\u00e3o distribu\u00edda, a gera\u00e7\u00e3o de energia na pr\u00f3pria unidade de consumo, ou seja, de forma descentralizada. Os consumidores brasileiros podem gerar sua pr\u00f3pria eletricidade a partir de fontes renov\u00e1veis e fornecer o excedente para as redes de distribui\u00e7\u00e3o na sua localidade.<\/p>\n\n\n\n<p>De acordo com o estudo do CPI \u201c<a href=\"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/geracao-fotovoltaica-distribuida-um-mercado-em-desenvolvimento\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gera\u00e7\u00e3o fotovoltaica distribu\u00edda: um mercado em desenvolvimento<\/a>\u201d, o desenvolvimento da gera\u00e7\u00e3o distribu\u00edda n\u00e3o ocorre somente pela disponibilidade de recursos naturais, ou seja, por determinantes da oferta, mas tamb\u00e9m atrav\u00e9s de aspectos da demanda, como renda, tamanho da popula\u00e7\u00e3o e tarifa de energia el\u00e9trica. Quanto maior a renda e a popula\u00e7\u00e3o dos munic\u00edpios e quanto maior a tarifa de eletricidade, maior o n\u00famero de unidades com gera\u00e7\u00e3o distribu\u00edda.<\/p>\n\n\n\n<p>Embora a oferta de radia\u00e7\u00e3o solar varie ao longo do territ\u00f3rio brasileiro, a gera\u00e7\u00e3o fotovoltaica distribu\u00edda \u00e9 vi\u00e1vel mesmo em localidades onde a incid\u00eancia de sol \u00e9 menor, como em algumas localidades da Amaz\u00f4nia Legal. A regi\u00e3o tamb\u00e9m perde, em m\u00e9dia, em compara\u00e7\u00e3o ao resto do pa\u00eds em rela\u00e7\u00e3o aos fatores de demanda, com menor renda e popula\u00e7\u00e3o.<\/p>\n\n\n\n<p>No entanto, o crescimento da gera\u00e7\u00e3o distribu\u00edda na Amaz\u00f4nia Legal \u00e9 especialmente ben\u00e9fico, como forma de reduzir a utiliza\u00e7\u00e3o do \u00f3leo diesel para gera\u00e7\u00e3o de eletricidade. Principalmente nos estados do Amazonas e Roraima, que representam 85% da gera\u00e7\u00e3o total de energia necess\u00e1ria para os atendimentos dos Sistemas Isolados. Desta forma, a matriz el\u00e9trica desses estados difere completamente do Brasil, com quase 90% da matriz n\u00e3o renov\u00e1vel.<\/p>\n\n\n\n<p>O n\u00famero de consumidores com gera\u00e7\u00e3o distribu\u00edda na Amaz\u00f4nia Legal \u00e9 de cerca de 130.000 em 2021 com 1,4 MW de capacidade instalada, 15% do total do pa\u00eds. No entanto, os estados do Amazonas e Roraima respondem por apenas 4% da capacidade total de gera\u00e7\u00e3o distribu\u00edda da Amaz\u00f4nia Legal, ou 1% do Brasil. <\/p>\n\n\n\n<div style=\"padding-bottom:100%; position:relative; display:block; width: 100%\">\n  <iframe loading=\"lazy\" width=\"100%\" height=\"100%\"\n    src=\"https:\/\/datazoom.shinyapps.io\/app_ts_aneel_geracao_distribuida\/?y=qtd_uc_recebe_credito_total&amp;filter_sig_modalidade_empreendimento=Gera%C3%A7%C3%A3o%20compartilhada&amp;filter_dsc_fonte_geracao=Radia%C3%A7%C3%A3o%20solar&amp;filter_dsc_porte=Microgera%C3%A7%C3%A3o&amp;filter=Amaz%C3%B4nia%20Legal&amp;filter=R.%20Norte:%20RO&amp;filter=R.%20Norte:%20AM\"\n    frameborder=\"0\" allowfullscreen=\"\" style=\"position:absolute; top:0; left: 0\">\n  <\/iframe>\n<\/div>\n\n\n\n<div style=\"padding-bottom:80%; position:relative; display:block; width: 100%\">\n  <iframe loading=\"lazy\" width=\"100%\" height=\"100%\"\n    src=\"https:\/\/datazoom.shinyapps.io\/app_rk_energia_geracao_distribuida\/_w_0901b910\/?fonte=Todos&amp;origem=Todos&amp;tipo=Todos&amp;combustivel=Todos\"\n    frameborder=\"0\" allowfullscreen=\"\" style=\"position:absolute; top:0; left: 0\">\n  <\/iframe>\n<\/div>\n\n\n\n<p>O aumento da gera\u00e7\u00e3o distribu\u00edda na Amaz\u00f4nia Legal, principalmente no Amazonas e Roraima, \u00e9 particularmente importante. Primeiro, por aumentar a gera\u00e7\u00e3o renov\u00e1vel e assim, reduzir a emiss\u00e3o de gases do efeito estufa. Segundo, por reduzir a conta de luz dos consumidores brasileiros atrav\u00e9s da redu\u00e7\u00e3o do subs\u00eddio com custos de gera\u00e7\u00e3o de Sistemas Isolados. Terceiro, por reduzir os gastos com energia el\u00e9trica do consumidor local que instalou pain\u00e9is fotovoltaicos.<\/p>\n\n\n\n<p>Desta forma, al\u00e9m do marco regulat\u00f3rio existente, \u00e9 importante que se desenvolva pol\u00edtica p\u00fablica espec\u00edfica para a regi\u00e3o para aumentar a penetra\u00e7\u00e3o da gera\u00e7\u00e3o distribu\u00edda.<\/p>\n\n\n\n<p>O estudo do CPI \u201c<a href=\"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/a-atuacao-do-bndes-na-amazonia-legal\/\" target=\"_blank\" rel=\"noreferrer noopener\">A atua\u00e7\u00e3o do BNDES na Amaz\u00f4nia Legal<\/a>\u201d cita que o BNDES firmou um acordo no final de 2021 com a Eletrobras para viabilizar projetos de energias renov\u00e1veis para substituir o \u00f3leo diesel na Amaz\u00f4nia e que ir\u00e1 financiar a instala\u00e7\u00e3o de sistemas de microgera\u00e7\u00e3o solar fotovoltaica em resid\u00eancias e empresas localizadas na regi\u00e3o. Com isso, o Banco tem grande oportunidade de atuar como indutor da acelera\u00e7\u00e3o de investimentos relacionados \u00e0 transi\u00e7\u00e3o energ\u00e9tica na Amaz\u00f4nia.<\/p>\n\n\n\n<h2
