{"id":37629,"date":"2021-06-14T18:11:14","date_gmt":"2021-06-14T18:11:14","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&#038;p=37629"},"modified":"2026-04-26T22:01:34","modified_gmt":"2026-04-26T22:01:34","slug":"aprimorando-a-zona-franca-de-manaus-licoes-da-experiencia-internacional","status":"publish","type":"cpi_publications","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/aprimorando-a-zona-franca-de-manaus-licoes-da-experiencia-internacional\/","title":{"rendered":"Aprimorando a Zona Franca de Manaus: Li\u00e7\u00f5es da Experi\u00eancia Internacional"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">SUM\u00c1RIO EXECUTIVO<\/h2>\n\n\n\n<p>Atualmente, h\u00e1 mais de 500 firmas operando na parte industrial da Zona Franca de Manaus (ZFM), tamb\u00e9m conhecida como Polo Industrial de Manaus (PIM). Os principais produtos vendidos s\u00e3o televisores, motocicletas, telefones celulares e aparelhos de ar condicionado. Grandes multinacionais possuem f\u00e1bricas no PIM, como a Coca-Cola, Harley-Davidson, LG, Samsung e Honda. As empresas no PIM geraram mais de 80 mil empregos diretos e faturaram cerca de R$ 105 bilh\u00f5es em 2019 (Suframa 2020).<\/p>\n\n\n\n<p>No entanto, a ZFM n\u00e3o opera como uma zona franca t\u00edpica, em que a concess\u00e3o de benef\u00edcios \u00e0s empresas tem como objetivo incentivar o com\u00e9rcio exterior. Por mais que 65% da aquisi\u00e7\u00e3o dos insumos venha do exterior, apenas 2% do faturamento do PIM \u00e9 relacionado \u00e0s vendas no mercado internacional (Suframa 2020). A ZFM assume uma estrutura que remete \u00e0s zonas empresariais (Enterprise Zones \u2013 ZEs), onde os incentivos fiscais s\u00e3o concedidos para atrair empresas para a regi\u00e3o, empregando a m\u00e3o de obra local e desenvolvendo a economia da regi\u00e3o.<\/p>\n\n\n\n<p>Contudo, apesar da pol\u00edtica industrial ter como objetivo o desenvolvimento regional e a gera\u00e7\u00e3o de emprego, a massa empregada n\u00e3o \u00e9 bem remunerada. Em 2019, o valor pago aos trabalhadores do PIM correspondeu a apenas 5% do faturamento. Em 2018, a m\u00e9dia do Brasil foi de 11%, segundo a Pesquisa Industrial Anual (PIA) do Instituto Brasileiro de Geografia e Estat\u00edstica (IBGE). Al\u00e9m disso, em 2019, 59% dos empregados no PIM recebiam at\u00e9 2 sal\u00e1rios m\u00ednimos (Suframa 2020). As firmas do PIM usufruem, portanto, dos benef\u00edcios fiscais e da disponibilidade de m\u00e3o de obra barata.<\/p>\n\n\n\n<p>A despeito do alto volume de ren\u00fancias fiscais concedidas \u00e0s ind\u00fastrias da ZFM, Assun\u00e7\u00e3o, Schutze e Holz (2020) demonstram que os n\u00edveis de efici\u00eancia produtiva eram semelhantes aos do resto do Brasil e permaneceram est\u00e1veis entre 2003 e 2015.<\/p>\n\n\n\n<p>Todos esses apontamentos deixam claro que o descompasso entre os objetivos t\u00edpicos de uma zona franca ou de uma zona empresarial e a ZFM n\u00e3o \u00e9 apenas de ordem conceitual. Fica evidente que o atual desenho de incentivos n\u00e3o est\u00e1 sendo capaz de prover ganhos de produtividade para o setor industrial nem melhores condi\u00e7\u00f5es salariais para os empregados.<\/p>\n\n\n\n<p>O objetivo deste trabalho \u00e9 aprimorar a pol\u00edtica industrial da Zona Franca de Manaus a partir das li\u00e7\u00f5es internacionais e das li\u00e7\u00f5es a partir dos desafios espec\u00edficos da Amaz\u00f4nia. \u00c9 importante a defini\u00e7\u00e3o da futura identidade da ZFM, de forma que se possa definir quais os incentivos que melhor se adequam aos objetivos para a regi\u00e3o. Esses incentivos podem ser baseados nos aplicados em outros pa\u00edses, de acordo com o tipo de zona. Diversos pa\u00edses, como Rep\u00fablica Dominicana, Estados Unidos, Canad\u00e1, Argentina, Chile, Col\u00f4mbia e Panam\u00e1, possuem estruturas de zona franca e locais como Reino Unido, Fran\u00e7a e Estados Unidos, possuem zonas empresariais.<\/p>\n\n\n\n<p>A Figura A ilustra dois caminhos poss\u00edveis para alinhar os objetivos da ZFM com o modelo da pol\u00edtica de incentivos. Para se configurar como uma zona franca, o objetivo ser\u00e1 o de facilitar o com\u00e9rcio internacional, e assim, os incentivos ser\u00e3o condicionais ao armazenamento dos produtos e \u00e0 reexporta\u00e7\u00e3o de mercadorias. Desta forma, na Figura B est\u00e3o resumidas as recomenda\u00e7\u00f5es de contrapartidas com base na experi\u00eancia internacional de zonas empresariais.
