{"id":104696,"date":"2025-11-06T18:50:50","date_gmt":"2025-11-06T18:50:50","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&#038;p=104696"},"modified":"2026-04-02T10:35:04","modified_gmt":"2026-04-02T10:35:04","slug":"scaling-climate-and-nature-investment-in-latin-america-insights-from-climate-action-week-mexico","status":"publish","type":"cpi_publications","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/scaling-climate-and-nature-investment-in-latin-america-insights-from-climate-action-week-mexico\/","title":{"rendered":"Scaling Climate and Nature Investment in Latin America: Insights from Climate Action Week Mexico"},"content":{"rendered":"\n<p><strong>Over the past months, Latin America has seen a shift in how climate and&nbsp;nature&nbsp;finance are&nbsp;approached.<\/strong>&nbsp;The focus is moving closer to home: countries are aligning global climate goals with national priorities and developing financial solutions that respond to their economic, social, and ecological contexts.&nbsp;&nbsp;<\/p>\n\n\n\n<p>This trend is increasingly visible&nbsp;in convenings&nbsp;across the region.&nbsp;From the UN Biodiversity Conference (COP16) in Cali last year, to this year\u2019s Climate Action Week Mexico (CAWMX) in Mexico City, and looking ahead to COP30 in Bel\u00e9m,&nbsp;Latin America is&nbsp;taking ownership of its climate and nature finance agenda.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In line with this momentum,&nbsp;<strong><a href=\"https:\/\/www.climatepolicyinitiative.org\/\">Climate Policy Initiative<\/a> (CPI)<\/strong>&nbsp;organized the session&nbsp;<em>\u201cScaling Investment in Climate and Nature\u201d<\/em>&nbsp;during&nbsp;<strong>Climate Action Week Mexico<\/strong>,&nbsp;in&nbsp;collaboration with&nbsp;<strong>the&nbsp;Embassy&nbsp;of Australia in Mexico and&nbsp;<a href=\"https:\/\/latimpacto.org\/\">LatImpacto<\/a><\/strong>. The event gathered development banks, impact investors, and policymakers to explore how innovative financial mechanisms can bridge existing investment gaps.&nbsp;<\/p>\n\n\n\n<p>The session built on CPI\u2019s broader&nbsp;regional&nbsp;work through:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The\u00a0<strong>Global Innovation Lab for Climate Finance (The Lab)<\/strong>, the\u00a0<strong><a href=\"https:\/\/www.ccfacility.org\/\">Catalytic Climate Finance Facility<\/a> (CC Facility)<\/strong>, and the\u00a0<strong>FiCS\u00a0Lab<\/strong>, launched with\u00a0<strong><a href=\"https:\/\/financeincommon.org\/fics-innovation-lab\">Finance in Common<\/a> (FiCS)<\/strong>\u00a0and the\u00a0<strong>Inter-American Development Bank (IDB).\u00a0<\/strong>Each\u00a0supporting\u00a0the design and implementation of financial instruments that mobilize capital for climate and nature outcomes.\u00a0\u00a0<\/li>\n\n\n\n<li>The\u00a0<strong><a href=\"https:\/\/climateshotinvestor.org\/\">ClimateShot\u00a0Investor Coalition<\/a> (CLIC)<\/strong>, a program that helps small and medium-sized enterprises (SMEs) in sustainable agrifood systems access blended and impact finance.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p>The first part of the session provided a data-driven overview of climate and nature finance trends in Latin America and the Caribbean (LAC).&nbsp;<strong>According to CPI\u2019s Global Landscape of Climate Finance, the region receives only 6% of global flows, and 87% of this funding targets climate mitigation solutions,<\/strong>&nbsp;despite being one of the most climate-vulnerable regions in the world, critically&nbsp;requiring investments in resilience-building and climate adaptation.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Financial flows also&nbsp;remain&nbsp;concentrated in the energy sector, even though over half of regional emissions come from agriculture, forestry, and land use (AFOLU)&nbsp;sectors, areas&nbsp;with strong potential for mitigation and adaptation.<\/strong>&nbsp;&nbsp;<\/p>\n\n\n\n<p>At the same time, domestic capital now represents over 50% of total climate finance in LAC, positioning national development banks and local investors as crucial anchors of the regional ecosystem. Strengthening their role is key to aligning global commitments with local investment realities.&nbsp;&nbsp;<\/p>\n\n\n\n<p>From the panel held during the event, four key insights emerged from participants\u2019 experiences implementing financial instruments in the region:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>The need to design investment vehicles that blend public and private capital effectively.<\/strong><br>Blended finance remains a critical tool for reconciling risk and returns expectations. Particularly in sectors like agriculture and biodiversity, where long payback periods can deter private investors. Participants emphasized that catalytic resources should absorb early-stage risks\u00a0and finance feasibility work,\u00a0paving the way for\u00a0commercial investors to enter\u00a0at a\u00a0later\u00a0stage. The experience of initiatives such as\u00a0<a href=\"https:\/\/www.theyieldlab.com\/\"><strong>The Yield Lab<\/strong><\/a>, which supports agri-tech SMEs, shows the value of pairing concessional finance with technical\u00a0assistance\u00a0from the earliest stages, allowing financial structures to combine impact goals with clear implementation pathways.\u00a0<\/li>\n\n\n\n<li><strong>The importance of collaboration between financial and real-economy actors.<\/strong><br>Financing alone cannot drive transformation. Early engagement with <strong>commodity\u00a0buyers, supply-chain anchors, and technical partners<\/strong>\u00a0helps\u00a0ensure\u00a0that financial mechanisms align with market dynamics and\u00a0generate real\u00a0demand from producers and\u00a0buyers. Participants\u00a0emphasized\u00a0that \u201cclosing the loop\u201d across the ecosystem,\u00a0where project developers, investors, and end\u00a0users\u00a0operate\u00a0in sync,\u00a0is\u00a0essential\u00a0to scaling climate-smart agriculture, circular bioeconomy models, and restoration\u00a0initiatives\u00a0in the region.\u00a0<\/li>\n\n\n\n<li><strong>The role of domestic institutions as anchors of regional climate finance.<\/strong><br>Public development banks, such as Mexico\u00b4s Nacional Financiera<strong> (<a href=\"https:\/\/www.nafin.com\/portalnf\/content\/home\/home.html\">NAFIN<\/a>),\u00a0<\/strong>play\u00a0a central\u00a0role\u00a0in channeling capital toward sustainable sectors.\u00a0By integrating\u00a0environmental risk management and sustainability criteria into\u00a0their\u00a0lending\u00a0operations,\u00a0these\u00a0institutions enhance\u00a0credibility, governance, and\u00a0continuity, key\u00a0factors\u00a0for attracting both domestic and international\u00a0investment\u00a0.\u00a0Their\u00a0leadership reflects\u00a0a broader shift toward regionally\u00a0driven\u00a0financial solutions.\u00a0<\/li>\n\n\n\n<li><strong>Healthy enabling environments supported through taxonomies and thematic debt markets. <\/strong>Clear regulatory and market frameworks are critical to scaling climate and nature finance in the region. Mexico\u00a0offers a strong example: in 2023, \u00a0the country published its Sustainable Finance Taxonomy, becoming one of the first nations in the region to establish a national framework that classifies economic activities according to environmental and social objectives. Similar efforts are underway across\u00a0Latin America, with Colombia\u2019s taxonomy also published, and Chile and Brazil advancing their own frameworks. Organizations such as the\u00a0<a href=\"https:\/\/gggi.org\/\"><strong>Global Green Growth Institute (GGGI) <\/strong><\/a>have supported these efforts in several countries, helping create clearer investment criteria that reduce transaction costs, lower barriers to entry, and enable investors to better assess risk, eligibility, and impact. In parallel, the continued growth of thematic bond markets\u00a0has provided institutional investors with familiar and liquid instruments to channel capital toward climate and nature outcomes.\u00a0\u00a0Mexico has also been an active participant in this market. The country launched\u00a0\u00a0its Sustainable Sovereign Bond Framework in 2020,\u00a0paving\u00a0the\u00a0way for\u00a0green, social, and sustainable bond issuances tied to fiscal expenditures.\u00a0Institutions\u00a0such as\u00a0<a href=\"https:\/\/www.credit-agricole.com\/en\"><strong>Cr\u00e9dit Agricole<\/strong><\/a>, a leading global underwriter and\u00a0structurer\u00a0of green and sustainability-linked bonds, have supported issuers across Latin America\u00a0and Mexico\u00a0in developing\u00a0credible frameworks and broaden their investor base.\u00a0\u00a0<\/li>\n<\/ol>\n\n\n\n<p>Together, these efforts are contributing to a more transparent and predictable enabling&nbsp;environment, one&nbsp;in which&nbsp;national policy leadership and capital market innovation reinforce each other to accelerate investment at scale.&nbsp;<\/p>\n\n\n\n<p><strong>At CPI, we&nbsp;view&nbsp;this&nbsp;evolving&nbsp;ecosystem as a reflection of Latin America\u2019s growing capacity to&nbsp;advance climate and nature finance&nbsp;through innovation and&nbsp;collaboration<\/strong>. Through initiatives such as the Lab, the CC Facility, the&nbsp;FiCS&nbsp;Lab, and CLIC, we&nbsp;work with partners to test, refine, and scale financial mechanisms that transform ambition into&nbsp;investable&nbsp;action.&nbsp;&nbsp;<\/p>\n\n\n\n<p>As the region moves toward COP30, one message&nbsp;from Mexico City&nbsp;stands out: Latin America is&nbsp;positioned&nbsp;to lead not only through ideas but through&nbsp;instruments, turning&nbsp;financial innovation into tangible progress for people, nature, and the
