{"id":102858,"date":"2025-11-13T19:00:00","date_gmt":"2025-11-13T19:00:00","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&#038;p=102858"},"modified":"2026-04-28T17:13:42","modified_gmt":"2026-04-28T17:13:42","slug":"idfc-green-finance-mapping-2025","status":"publish","type":"cpi_publications","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/publication\/idfc-green-finance-mapping-2025\/","title":{"rendered":"IDFC Green Finance Mapping 2025"},"content":{"rendered":"\n<p>Since 2011, the <a href=\"https:\/\/www.idfc.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Development Finance Club<\/a> (IDFC), a group of 27 national and regional development banks with over USD 4 trillion in combined assets and annual commitments exceeding USD 1.3 trillion, has conducted an annual mapping of member institutions\u2019 green finance contributions.<\/p>\n\n\n\n<p><strong>In 2024, IDFC members reported USD 173 billion in total green finance commitments. <\/strong>While the overall level decreased by 13% in 2024\u2014due to changes by a few large reporting institutions\u2014the majority of IDFC members continue to show increased engagement in green finance: 14 of the 23 members responding to survey increased their total green finance commitments. Participation in the IDFC\u2019s Green Finance Mapping survey remained steady in 2024, with 23 institutions responding and 8 of those reporting biodiversity commitments.<\/p>\n\n\n<section class=\"block block-chart is-image\"><div is=\"chart\/image\" class=\"chart-image\">\n\t\t<script type=\"json\/props\">{\n    \"colors\": []\n}<\/script>\n\n\t\t\t\t<h2 class=\"block-chart--title\"><h4>Figure ES1: IDFC green finance commitments in 2024 by theme<\/h4><\/h2> \n\t\t\n\t\t<div element=\"tabs\"><\/div>\n\n\t\t\t\t\t<a class=\"block-chart--image image--link\" href=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/11\/Figure-4-IDFC-green-finance-commitment-by-theme-scaled.png\" target=\"_blank\"><div class=\"image--wrap is-landscape\"><img src='https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/11\/Figure-4-IDFC-green-finance-commitment-by-theme-scaled.png' class=\"image is-landscape\" alt=\"Figure-4-IDFC-green-finance-commitment-by-theme-scaled\" style=\"max-width:100%\" \/><\/div><\/a><!-- image html = <a class=\"block-chart--image image--link\" href=\"https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/11\/Figure-4-IDFC-green-finance-commitment-by-theme-scaled.png\" target=\"_blank\"><div class=\"image--wrap is-landscape\"><img src='https:\/\/www.climatepolicyinitiative.org\/wp-content\/uploads\/2025\/11\/Figure-4-IDFC-green-finance-commitment-by-theme-scaled.png' class=\"image is-landscape\" alt=\"Figure-4-IDFC-green-finance-commitment-by-theme-scaled\" style=\"max-width:100%\" \/><\/div><\/a>-->\t\t\n\t\t<div element=\"canvas\"><\/div>\n\n\t\t\t\t<group name=\"\">\n\t\t\t<!-- tab -->\t\t\t\n\t\t<\/group>\n\t\t\n\n\t\t\n\t\t\t<\/div><\/section>\n\n\n<h2 class=\"wp-block-heading\">Key findings<\/h2>\n\n\n<ul>\n<li>IDFC members reported green finance commitments of USD 173 billion in 2024, a 13% decrease from 2023.<!--EndFragment --><\/li>\n<li><!--StartFragment -->\n<p class=\"pf0\"><strong><span class=\"cf0\">In 2024, green finance represented 13% of total new <\/span><span class=\"cf0\">commitments reported by IDFC members, compared <\/span><span class=\"cf0\">with shares ranging from 19% to 24% over the <\/span><span class=\"cf0\">preceding four years.<\/span><\/strong><\/p>\n<p><!--EndFragment --><\/p>\n<\/li>\n<li><!--StartFragment -->\n<p class=\"pf0\"><strong><span class=\"cf0\">Climate finance<\/span><\/strong><span class=\"cf1\"><strong>\u2014all activities<\/strong> related to the mitigation <\/span><span class=\"cf1\">of greenhouse gas (GHG) emissions, adaptation to <\/span><span class=\"cf1\">climate change or dual objectives\u2014<strong>accounted for 96% <\/strong><\/span><span style=\"font-size: revert; color: initial;\"><strong>of total green finance (or USD 167 billion)<\/strong>, on par with the <\/span><span class=\"cf1\">share in 2023.<\/span><\/p>\n<p><!--EndFragment --><\/p>\n<ul>\n<li><!--StartFragment -->\n<p class=\"pf0\"><span class=\"cf0\">Mitigation finance continued to dominate at USD 140 <\/span><span class=\"cf0\">billion, representing 84% of climate finance, a <\/span><span class=\"cf0\">slight decline from USD 175 billion in 2023.<\/span><\/p>\n<p><!--EndFragment --><\/p>\n<\/li>\n<li><!--StartFragment -->\n<p class=\"pf0\"><span class=\"cf0\" style=\"font-size: revert; color: initial;\">Adaptation finance <\/span><span class=\"cf0\" style=\"font-size: revert; color: initial;\">totaled<\/span><span class=\"cf0\" style=\"font-size: revert; color: initial;\"> USD 17 billion in 2024, <\/span><span class=\"cf0\">an increase of 64% from 2023. This growth was <\/span><span class=\"cf0\">largely driven by members with larger portfolios, <\/span><span class=\"cf0\">including the China Development Bank (CDB), <\/span><span class=\"cf0\">which doubled its investments since 2023. <\/span><span class=\"cf0\">Meanwhile, the number of survey respondents <\/span><span class=\"cf0\">reporting adaptation finance fell by 20%, and only <\/span><span class=\"cf0\">half of members reporting adaptation finance <\/span><span class=\"cf0\">increased their commitments in 2024.<\/span><\/p>\n<\/li>\n<li>\n<p class=\"pf0\"><span class=\"cf0\"><!--StartFragment --><\/span><\/p>\n<p class=\"pf0\"><span class=\"cf0\">Finance to projects supporting both mitigation <\/span><span class=\"cf0\">and adaptation efforts<\/span><span class=\"cf1\">\u2014\u201cdual-objective finance\u201d\u2014<\/span><span class=\"cf1\">totaled<\/span><span class=\"cf1\"> USD 9 billion in 2024, a 15% decrease from <\/span><span class=\"cf1\">2023. These flows represented 6% of total climate <\/span><span class=\"cf1\">f<\/span><span class=\"cf1\">inance<\/span><span class=\"cf1\">, just consistent from 6% in 2023, indicating <\/span><span class=\"cf1\">a proportional decline rather than a structural <\/span><span class=\"cf1\">shift. Dual-benefit finance remains important for <\/span><span style=\"font-size: revert; color: initial;\">supporting adaptation objectives, underscoring the <\/span><span class=\"cf1\">ongoing relevance of integrating both mitigation <\/span><span class=\"cf1\">and adaptation considerations into climate <\/span><span class=\"cf1\">commitments.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li><!--StartFragment -->\n<p class=\"pf0\"><strong><span class=\"cf0\">Finance for biodiversity projects rose in 2024 to <\/span><\/strong><span class=\"cf0\"><strong>reach USD 8 billion.<\/strong> This includes finance for dedicated <\/span><span class=\"cf0\">conservation activities as well as for water supply, <\/span><span class=\"cf0\">wastewater treatment, and agriculture and natural <\/span><span class=\"cf0\">resources management projects that deliver <\/span><span class=\"cf0\">biodiversity benefits. While many members do not <\/span><span class=\"cf0\">yet track biodiversity finance, several reported <\/span><span class=\"cf0\">undertaking strategy development or piloting the IDFC <\/span><span class=\"cf0\">biodiversity tool.
