A nota t\u00e9cnica <a href=\"http:\/\/bit.ly\/ResolucaoCMN\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cCr\u00e9dito Rural e Sustentabilidade: Avan\u00e7os e Retrocessos da Resolu\u00e7\u00e3o CMN n\u00ba 5.193\/2024\u201d<\/a> identifica avan\u00e7os importantes, mas tamb\u00e9m algumas lacunas e retrocessos.\u00a0<\/p>\n\n\n\n<p>O principal avan\u00e7o apontado \u00e9 o impedimento da concess\u00e3o de cr\u00e9dito rural para projetos que envolvam supress\u00e3o de vegeta\u00e7\u00e3o nativa,&nbsp;independentemente de ser&nbsp;legal ou ilegal. &nbsp;<\/p>\n\n\n\n<p>\u201cO cr\u00e9dito rural conta com fontes p\u00fablicas de financiamento e benef\u00edcios fiscais, ent\u00e3o \u00e9 importante que recursos da sociedade gerem retornos efetivos para a sociedade. A resolu\u00e7\u00e3o traz um avan\u00e7o importante, mas sua efetividade vai depender da implementa\u00e7\u00e3o e do monitoramento. Como o dinheiro \u00e9 um bem fung\u00edvel, \u00e9 necess\u00e1rio assegurar que os recursos p\u00fablicos sejam efetivamente aplicados em conson\u00e2ncia com as normas e n\u00e3o viabilizem o desmatamento.\u201d, diz Juliano Assun\u00e7\u00e3o, diretor executivo do CPI\/PUC-Rio. &nbsp;<\/p>\n\n\n\n<p>Outro destaque \u00e9 o impedimento da concess\u00e3o de cr\u00e9dito para im\u00f3veis com desmatamento ilegal ocorrido a partir de julho de 2019. Segundo a Resolu\u00e7\u00e3o CMN n\u00ba 5.193\/2024, o produtor deve comprovar a legalidade da supress\u00e3o ou demonstrar que a \u00e1rea desmatada est\u00e1 em processo de regulariza\u00e7\u00e3o. A norma permite ainda que o mutu\u00e1rio apresente um laudo t\u00e9cnico baseado em sensoriamento remoto para comprovar aus\u00eancia de desmatamento. &nbsp;<\/p>\n\n\n\n<p>\u201cA medida pode corrigir eventuais falhas dos sistemas p\u00fablicos de sensoriamento. Contudo, pode&nbsp;tamb\u00e9m gerar brechas para a concess\u00e3o de cr\u00e9dito a im\u00f3veis com desmatamento irregular, sem comprova\u00e7\u00e3o efetiva da legalidade.\u201d, explica&nbsp;Assun\u00e7\u00e3o. &nbsp;<\/p>\n\n\n\n<p>Assun\u00e7\u00e3o destaca tamb\u00e9m uma limita\u00e7\u00e3o da norma: o impedimento ao financiamento de projetos com supress\u00e3o de vegeta\u00e7\u00e3o nativa e desmatamento ilegal aplica-se somente para opera\u00e7\u00f5es com recursos controlados ou direcionados, e n\u00e3o para todas as fontes de recursos.&nbsp;<\/p>\n\n\n\n<p>A an\u00e1lise do CPI\/PUC-Rio observa ainda que a resolu\u00e7\u00e3o do CMN carece de mecanismos de monitoramento da aplica\u00e7\u00e3o dos recursos e de san\u00e7\u00f5es claras em caso de descumprimento das normas socioambientais. &nbsp;&nbsp;<\/p>\n\n\n\n<p>A resolu\u00e7\u00e3o estabelece que o contrato de cr\u00e9dito rural deve prever que a concess\u00e3o poder\u00e1 ser desclassificada, em caso de descumprimento de qualquer impedimento socioambiental durante a vig\u00eancia da opera\u00e7\u00e3o. No entanto, a aplica\u00e7\u00e3o da medida est\u00e1 atrelada \u00e0 capacidade de as institui\u00e7\u00f5es financeiras identificarem e comunicarem os descumprimentos e de o Banco Central monitor\u00e1-los. Al\u00e9m disso, a medida n\u00e3o assegura a repara\u00e7\u00e3o ambiental da \u00e1rea impactada. &nbsp;<\/p>\n\n\n\n<p>\u201cA previs\u00e3o de desclassifica\u00e7\u00e3o \u00e9 positiva, mas precisa ser complementada por san\u00e7\u00f5es&nbsp;mais s\u00f3lidas e por um sistema de controle efetivo, que abarque produtores e&nbsp;institui\u00e7\u00f5es financeiras, e que garanta o cumprimento dos impedimentos socioambientais previstos na resolu\u00e7\u00e3o.\u201d, afirma Assun\u00e7\u00e3o.&nbsp;<\/p>\n\n\n\n<p><strong>Propostas para o Plano Safra 2025\/26 <\/strong>&nbsp;<\/p>\n\n\n\n<p>Ainda que a Resolu\u00e7\u00e3o do CMN tenha trazido alguns avan\u00e7os, o caminho para um cr\u00e9dito sustent\u00e1vel e alinhado com os desafios ambientais do pa\u00eds continua em constru\u00e7\u00e3o, explica Assun\u00e7\u00e3o. Diante disso, o CPI\/PUC-Rio publicou hoje tamb\u00e9m\u00a0um <a href=\"http:\/\/bit.ly\/PlanoSafra2025-2026\" target=\"_blank\" rel=\"noreferrer noopener\">documento com 13 recomenda\u00e7\u00f5es para o Plano Safra 2025\/26<\/a> ter um papel mais estrat\u00e9gico na promo\u00e7\u00e3o da sustentabilidade do setor agropecu\u00e1rio.\u00a0<\/p>\n\n\n\n<p>\u201cO Plano Safra, como principal pol\u00edtica de financiamento da agropecu\u00e1ria brasileira, precisa estar alinhada com as metas clim\u00e1ticas do pa\u00eds e trazer incentivos financeiros para o setor avan\u00e7ar rumo a uma produ\u00e7\u00e3o de baixo carbono e resiliente \u00e0s mudan\u00e7as clim\u00e1ticas.\u201d, destaca Assun\u00e7\u00e3o.&nbsp;<\/p>\n\n\n\n<p>Uma das propostas \u00e9 fortalecer as restri\u00e7\u00f5es ao cr\u00e9dito rural para propriedades com desmatamento ilegal, expandindo a restri\u00e7\u00e3o&nbsp;para todo o universo do cr\u00e9dito, aumentando a linha de corte para julho de 2008 (alinhamento com o C\u00f3digo Florestal) e exigindo monitoramento durante toda a vig\u00eancia da opera\u00e7\u00e3o de cr\u00e9dito. &nbsp;<\/p>\n\n\n\n<p>O CPI\/PUC-Rio tamb\u00e9m prop\u00f5e que o cr\u00e9dito rural subsidiado n\u00e3o seja concedido para propriedades com desmatamento, seja legal ou ilegal. \u201cO Brasil tem abund\u00e2ncia de terras j\u00e1 desmatadas e subutilizadas de modo que podemos dobrar a produ\u00e7\u00e3o brasileira sem desmatar novas \u00e1reas. O cr\u00e9dito subsidiado deve incentivar a agropecu\u00e1ria de baixo carbono e com responsabilidade ambiental.\u201d, diz Assun\u00e7\u00e3o.&nbsp;&nbsp;<\/p>\n\n\n\n<p>O economista ressalta ainda que a recupera\u00e7\u00e3o de pastagens degradadas evita a necessidade de abertura de novas \u00e1reas, pois as \u00e1reas recuperadas podem ser usadas para aumentar a produtividade na pecu\u00e1ria, convers\u00e3o em cultivos agr\u00edcolas ou sistemas integrados de lavoura-pecu\u00e1ria. &nbsp;<\/p>\n\n\n\n<p>O CPI\/PUC-Rio traz, assim, tr\u00eas recomenda\u00e7\u00f5es para ampliar a efetividade do cr\u00e9dito:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Monitorar o cr\u00e9dito para projetos de recupera\u00e7\u00e3o de pastagens<\/strong> para verificar se o projeto t\u00e9cnico submetido para obten\u00e7\u00e3o de recursos est\u00e1 sendo cumprido e entender os desafios dos produtores.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Conceder cr\u00e9dito apenas para pastagens degradadas, excluindo \u00e1reas rec\u00e9m-desmatadas.&nbsp;<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Articular cr\u00e9dito com assist\u00eancia t\u00e9cnica, instrumentos de gerenciamento de risco e renda de transi\u00e7\u00e3o.<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Num cen\u00e1rio de maior exposi\u00e7\u00e3o ao risco clim\u00e1tico e limitado acesso ao cr\u00e9dito, o CPI\/PUC-Rio enfatiza tamb\u00e9m a import\u00e2ncia de o Plano Safra <strong>priorizar produtores mais vulner\u00e1veis na destina\u00e7\u00e3o dos recursos do Pronaf, <\/strong><strong>dos Fundos Constitucionais de Financiamento e do PSR.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Pesquisadores tamb\u00e9m defendem o alinhamento do Plano Safra com o C\u00f3digo Florestal: <strong>Plano Safra deve incentivar a regulariza\u00e7\u00e3o ambiental do produtor rural, oferecendo condi\u00e7\u00f5es diferenciadas de cr\u00e9dito para os que est\u00e3o em conformidade com a legisla\u00e7\u00e3o ambiental.&nbsp;<\/strong> &nbsp;<\/p>\n\n\n\n<p>\u201cO alinhamento do Plano Safra&nbsp;com o C\u00f3digo \u00e9 de suma import\u00e2ncia para ajudar na concilia\u00e7\u00e3o entre produ\u00e7\u00e3o e conserva\u00e7\u00e3o ambiental.&nbsp; Os recursos p\u00fablicos precisam estar alinhados com objetivos sociais, ambientais e clim\u00e1ticos.
