Outra \u00e9 o novo C\u00f3digo Florestal, a principal lei que disp\u00f5e sobre a preserva\u00e7\u00e3o da vegeta\u00e7\u00e3o nativa em terras privadas.<\/p>\n<p>A Lei n\u00ba 13.295, de 14 de junho de 2016, prorrogou novamente o prazo para inscri\u00e7\u00e3o no Cadastro Ambiental Rural (CAR) para 31 de dezembro de 2017. A partir de 1\u00ba de janeiro de 2018, a inscri\u00e7\u00e3o no CAR passar\u00e1 a ser condi\u00e7\u00e3o para acesso ao Cr\u00e9dito Rural. Portanto, apesar de haver uma previs\u00e3o de integra\u00e7\u00e3o dessas duas pol\u00edticas pelo governo federal, atualmente elas est\u00e3o desarticuladas.<\/p>\n<p>Em nova <a href=\"https:\/\/climatepolicyinitiative.org\/publication\/codigo-florestal-e-credito-rural-como-aperfeicoar-integracao-de-duas-importantes-politicas\/\" target=\"_blank\" rel=\"noopener noreferrer\">publica\u00e7\u00e3o<\/a>, o Climate Policy Initiative (CPI) e o N\u00facleo de Avalia\u00e7\u00e3o de Pol\u00edticas Clim\u00e1ticas da PUC-Rio, atrav\u00e9s do projeto <a href=\"http:\/\/www.inputbrasil.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">INPUT<\/a>, recomendam que a associa\u00e7\u00e3o entre o Cr\u00e9dito Rural e o C\u00f3digo Florestal seja aperfei\u00e7oada e colocada em pr\u00e1tica j\u00e1 em 2017, atrav\u00e9s do Plano Agr\u00edcola e Pecu\u00e1rio (PAP) e do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf).<\/p>\n<p>A proposta consiste em aumentar o limite de cr\u00e9dito dos produtores rurais para cada uma das linhas de financiamento do Cr\u00e9dito Rural (custeio, investimento e comercializa\u00e7\u00e3o). Para isso, os produtores devem estar em conformidade com o C\u00f3digo Florestal, ou seja, n\u00e3o podem ter passivos ambientais em suas propriedades. Caso n\u00e3o estejam em conformidade com a lei, eles poder\u00e3o receber o mesmo benef\u00edcio, desde que j\u00e1 tenham iniciado o processo de regulariza\u00e7\u00e3o formal perante o \u00f3rg\u00e3o ambiental competente, seja atrav\u00e9s do Programa de Regulariza\u00e7\u00e3o Ambiental (PRA) ou por outros meios especificados nas legisla\u00e7\u00f5es estaduais.<\/p>\n<p>\u201cO que propomos \u00e9 um direcionamento preferencial dos subs\u00eddios para aqueles que est\u00e3o mais empenhados em preservar a vegeta\u00e7\u00e3o nativa em suas propriedades\u201d, explica Juliano Assun\u00e7\u00e3o, diretor do CPI e professor do Departamento de Economia da PUC-Rio, acrescentando que a proposta \u00e9 de f\u00e1cil implementa\u00e7\u00e3o porque n\u00e3o ser\u00e3o necess\u00e1rios recursos extras do Tesouro Nacional e as regras e canais de distribui\u00e7\u00e3o do Cr\u00e9dito Rural n\u00e3o ser\u00e3o alterados.<\/p>\n<p>\u201cPara se adequarem \u00e0 nova lei florestal, os produtores rurais dever\u00e3o preservar ou restaurar a vegeta\u00e7\u00e3o nativa de suas propriedades. O Cr\u00e9dito Rural pode servir como um instrumento precioso para garantir os recursos necess\u00e1rios ao processo de conformidade ambiental\u201d, diz Assun\u00e7\u00e3o.<\/p>\n<p>Comparada \u00e0 pol\u00edtica prevista pelo governo federal em 2018, a proposta do CPI\/PUC-Rio apresenta uma s\u00e9rie de vantagens. A principal delas \u00e9 incentivar o produtor rural a dar um passo adiante no processo de adequa\u00e7\u00e3o ambiental ao n\u00e3o requerer apenas a inscri\u00e7\u00e3o no CAR.<\/p>\n<p>Se colocada em pr\u00e1tica, a proposta impulsionar\u00e1 recursos significativos para a implementa\u00e7\u00e3o da nova lei florestal. O produtor que conseguir ampliar seu limite de cr\u00e9dito de R$ 1 milh\u00e3o para R$ 1,5 milh\u00e3o por ano, por exemplo, ter\u00e1 um subs\u00eddio adicional do governo de cerca de R$50 mil.
