Os pequenos produtores s\u00e3o os mais vulner\u00e1veis \u00e0s mudan\u00e7as clim\u00e1ticas e aos eventos extremos. Ainda assim, contam com menos recursos e t\u00eam acesso muito restrito e desigual a servi\u00e7os financeiros.\u201d, diz Priscila Souza, gerente s\u00eanior de avalia\u00e7\u00e3o de pol\u00edtica p\u00fablica do CPI\/PUC-Rio.&nbsp;<\/p>\n\n\n\n<p>O cr\u00e9dito rural \u00e9 a principal pol\u00edtica agropecu\u00e1ria brasileira. A maior parte das opera\u00e7\u00f5es de cr\u00e9dito est\u00e3o vinculadas ao Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf). O programa foi criado em 1995 com o objetivo de prover apoio ao produtor familiar.&nbsp;&nbsp;<\/p>\n\n\n\n<p>De 2013 a 2022, o Pronaf representou 70-75% do total de contratos de cr\u00e9dito rural, mas apenas 14-15% do volume total do cr\u00e9dito. Do Plano Safra 2023\/2024, R$ 8,5 bilh\u00f5es de subs\u00eddio (62%) ser\u00e3o destinados \u00e0 agricultura familiar.&nbsp;<\/p>\n\n\n\n<p>\u201cA pol\u00edtica p\u00fablica vem destinando mais subs\u00eddios&nbsp;<s> <\/s>ao Pronaf em compara\u00e7\u00e3o com as linhas de cr\u00e9dito destinadas \u00e0 agricultura empresarial, mas ser\u00e1 que o retorno do gasto p\u00fablico est\u00e1 sendo eficiente e alcan\u00e7ando seu potencial m\u00e1ximo? Quem est\u00e1 recebendo os subs\u00eddios? Vemos diferen\u00e7as importantes dentro da agricultura familiar e na forma como os recursos est\u00e3o sendo endere\u00e7ados dentro da pol\u00edtica p\u00fablica.\u201d, destaca Souza.&nbsp;<\/p>\n\n\n\n<p>O acesso a cr\u00e9dito rural est\u00e1 concentrado na Regi\u00e3o Sul com 29% dos produtores obtendo cr\u00e9dito. Na Regi\u00e3o Norte, o percentual cai para apenas 9%. O estudo aponta tamb\u00e9m diferen\u00e7as relevantes em rela\u00e7\u00e3o ao valor dos contratos por regi\u00e3o. No Pronaf, os contratos da Regi\u00e3o Sul t\u00eam um valor m\u00e9dio por hectare dezoito vezes maior que da Regi\u00e3o Norte.&nbsp;<\/p>\n\n\n\n<p>\u201cO Pronaf deve priorizar regi\u00f5es e produtores mais vulner\u00e1veis para que a pol\u00edtica p\u00fablica seja eficaz em fortalecer a agricultura familiar, impulsionar o desenvolvimento econ\u00f4mico, garantir seguran\u00e7a alimentar e promover a sustentabilidade. Esse \u00e9 o caminho para avan\u00e7armos em uma transi\u00e7\u00e3o rural justa para uma agropecu\u00e1ria de baixo carbono no Brasil.\u201d, diz Souza.&nbsp;<\/p>\n\n\n\n<p>O cr\u00e9dito rural est\u00e1 concentrado em propriedades maiores e na produ\u00e7\u00e3o de gr\u00e3os. Enquanto 20% dos produtores entre 10 e 100 hectares recebem cr\u00e9dito, o percentual cai para 10% no caso dos produtores com at\u00e9 4 hectares.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Milho, trigo e soja s\u00e3o os produtos mais financiados. O Pronaf representa mais de 40% do valor de venda desses gr\u00e3os. Por outro lado, o Pronaf representa menos de 10% do valor de venda de produtos importantes para a agricultura familiar, como mandioca, banana, cana-de-a\u00e7\u00facar, cacau, abacaxi, laranja e a\u00e7a\u00ed.&nbsp;<\/p>\n\n\n\n<p>Para Souza, os resultados do estudo chamam aten\u00e7\u00e3o para os crit\u00e9rios de elegibilidade do Pronaf. O principal crit\u00e9rio adotado \u00e9 o de m\u00f3dulos fiscais, com base em uma classifica\u00e7\u00e3o do Incra da d\u00e9cada de 1980.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cEsses crit\u00e9rios nunca foram atualizados. Ent\u00e3o temos produtores que se enquadram na categoria familiar, mas produzem gr\u00e3os em maior escala e poderiam aplicar para outro financiamento. \u00c9 fundamental rever os crit\u00e9rios de elegibilidade e entender quem a pol\u00edtica p\u00fablica est\u00e1 favorecendo, principalmente, no cen\u00e1rio atual, em que s\u00e3o cada vez mais necess\u00e1rios esfor\u00e7os de mitiga\u00e7\u00e3o e adapta\u00e7\u00e3o clim\u00e1tica.\u201d, conclui Souza.\u00a0<\/p>\n\n\n\n<p><strong>Sobre o Climate Policy Initiative<\/strong>\u00a0<br>O Climate Policy Initiative \u00e9 uma organiza\u00e7\u00e3o com experi\u00eancia internacional em an\u00e1lise de pol\u00edticas p\u00fablicas e finan\u00e7as, que possui seis escrit\u00f3rios ao redor do mundo.
