O cr\u00e9dito rural ocupa grande parte desse montante e quase a metade de todo o financiamento clim\u00e1tico do pa\u00eds, com uma m\u00e9dia de R$12 bilh\u00f5es por ano. Os dados s\u00e3o de um <a href=\"https:\/\/bit.ly\/PanoramaUsoDaTerra\" target=\"_blank\" rel=\"noreferrer noopener\">Panorama in\u00e9dito<\/a> constru\u00eddo pelo Climate Policy Initiative\/Pontif\u00edcia Universidade Cat\u00f3lica do Rio de Janeiro (CPI\/PUC-Rio).&nbsp;<\/p>\n\n\n\n<p>\u201cO cr\u00e9dito rural \u00e9 o principal instrumento\u202fde\u202ffinanciamento clim\u00e1tico para\u202fuso da terra no Brasil. Quer dizer, parcela relevante do financiamento clim\u00e1tico para uso da terra prov\u00e9m de recursos privados direcionados por pol\u00edticas p\u00fablicas. Isso representa, contudo, apenas 8% do volume total do cr\u00e9dito rural no Brasil, que teve uma m\u00e9dia anual de R$ 158 bilh\u00f5es no per\u00edodo analisado.\u201d, explica Priscila Souza, gerente s\u00eanior de avalia\u00e7\u00e3o de pol\u00edtica p\u00fablica do CPI\/PUC-Rio.&nbsp;<\/p>\n\n\n\n<p>De 2015 a 2020, o financiamento clim\u00e1tico dos setores agropecu\u00e1ria e florestas cresceu 65% no Brasil, passando de R$ 22,1 bilh\u00f5es em 2015 para R$ 36,5 bilh\u00f5es em 2020. Apesar do not\u00e1vel crescimento, ainda h\u00e1 desafios significativos para atingir o volume de investimentos necess\u00e1rios para cumprir as metas clim\u00e1ticas.&nbsp;<\/p>\n\n\n\n<p>\u201cA transi\u00e7\u00e3o do Brasil para uma economia de baixo carbono exige recursos compat\u00edveis com a meta estabelecida no Acordo de Paris. Uma quest\u00e3o central \u00e9: de onde vir\u00e3o os recursos?\u201d, indaga Joana Chiavari, diretora de pesquisa do CPI\/PUC-Rio. As pesquisadoras verificaram uma queda no volume dos recursos do or\u00e7amento p\u00fablico, que passaram de R$ 3,3 bilh\u00f5es em 2015 para R$ 2,0 bilh\u00f5es em 2020.\u00a0\u00a0<\/p>\n\n\n\n<p>Os recursos internacionais foram fonte de 5% dos fluxos de financiamento clim\u00e1tico.<sup> <\/sup>Tais recursos foram majoritariamente provenientes de fontes p\u00fablicas:&nbsp; governos internacionais (R$ 518 milh\u00f5es), fundos clim\u00e1ticos (R$ 472 milh\u00f5es) e bancos multilaterais de desenvolvimento (R$ 238 milh\u00f5es), canalizados, principalmente, por meio de doa\u00e7\u00f5es. O Fundo Amaz\u00f4nia foi respons\u00e1vel por apenas 0,7% do financiamento clim\u00e1tico total do pa\u00eds entre 2015 e 2020.&nbsp;<\/p>\n\n\n\n<p>\u201cExiste muita expectativa em torno do financiamento internacional para a agenda de clima do Brasil. Nosso Panorama mostra, entretanto, que a capta\u00e7\u00e3o de recursos internacionais para uso da terra est\u00e1 muito aqu\u00e9m do potencial.\u201d, diz Chiavari.&nbsp;<\/p>\n\n\n\n<p>A maior parte do financiamento clim\u00e1tico foi destinada \u00e0s a\u00e7\u00f5es de mitiga\u00e7\u00e3o de emiss\u00f5es de GEE (68%). A adapta\u00e7\u00e3o \u00e0s mudan\u00e7as clim\u00e1ticas abarcou somente 19%, e a\u00e7\u00f5es coadunadas de adapta\u00e7\u00e3o e mitiga\u00e7\u00e3o receberam 13%. \u201cAumentar o financiamento de adapta\u00e7\u00e3o \u00e9 fundamental para gerenciar o risco clim\u00e1tico na agropecu\u00e1ria, aumentar a resili\u00eancia dos sistemas agropecu\u00e1rios e reduzir a vulnerabilidade dos produtores.\u201d, explica Souza. No Brasil, a adapta\u00e7\u00e3o tem recebido financiamento de fontes p\u00fablicas e privadas.&nbsp;<\/p>\n\n\n\n<p>O instrumento de gest\u00e3o de risco agropecu\u00e1rio \u00e9 a principal ferramenta para adapta\u00e7\u00e3o clim\u00e1tica, com recursos da ordem de R$4,0 bilh\u00f5es por ano. O seguro rural apareceu como a parcela mais relevante desse instrumento com R$2,4 bilh\u00f5es por ano.&nbsp;<\/p>\n\n\n\n<p>O setor de agricultura recebeu 60% do financiamento clim\u00e1tico, florestas 25% e pecu\u00e1ria 8%. \u201c\u00c9 necess\u00e1rio desenvolver estrat\u00e9gias de financiamento que promovam a transi\u00e7\u00e3o para uma agropecu\u00e1ria de baixo carbono e a prote\u00e7\u00e3o das florestas, aumentem a resili\u00eancia clim\u00e1tica e a seguran\u00e7a alimentar, reduzam as vulnerabilidades socioecon\u00f4micas e garantam melhor prote\u00e7\u00e3o dos trabalhadores aos impactos negativos das mudan\u00e7as clim\u00e1ticas.\u201d, afirma Souza.&nbsp;<\/p>\n\n\n\n<p>O panorama de financiamento clim\u00e1tico para uso da terra fornece uma linha de base para caracterizar os fluxos financeiros direcionados a a\u00e7\u00f5es de mitiga\u00e7\u00e3o e de adapta\u00e7\u00e3o clim\u00e1tica. As pesquisadoras constru\u00edram uma metodologia para caracterizar o financiamento clim\u00e1tico no Brasil, tendo como base a experi\u00eancia do CPI Global de mapeamento desses fluxos em n\u00edvel mundial.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cA caracteriza\u00e7\u00e3o dos fluxos de financiamento permite identificar lacunas, acompanhar a evolu\u00e7\u00e3o dos recursos, identificar os atores envolvidos nas a\u00e7\u00f5es de mitiga\u00e7\u00e3o e adapta\u00e7\u00e3o e otimizar a destina\u00e7\u00e3o de recursos p\u00fablicos e privados.
