{"id":38255,"date":"2021-06-09T04:18:44","date_gmt":"2021-06-09T04:18:44","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_pr&#038;p=38255"},"modified":"2021-06-09T10:13:16","modified_gmt":"2021-06-09T10:13:16","slug":"new-cpi-study-finds-opportunities-for-indonesia-and-south-korea-to-improve-clean-energy-ambition-through-post-covid-recovery-plans","status":"publish","type":"cpi_pr","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/press-release\/new-cpi-study-finds-opportunities-for-indonesia-and-south-korea-to-improve-clean-energy-ambition-through-post-covid-recovery-plans\/","title":{"rendered":"New CPI study finds opportunities for Indonesia and South Korea to improve clean energy ambition through post-COVID recovery plans"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li>In the first half of 2020,&nbsp;electricity consumption&nbsp;dropped&nbsp;in&nbsp;Indonesia (-7.06%) and South Korea&nbsp;(-2.8%),&nbsp;indicating a similar impact of COVID-19&nbsp;in both countries.&nbsp;<\/li><li>South Korea&#8217;s fiscal stimulus&nbsp;in response&nbsp;to COVID-19&nbsp;focused&nbsp;not only&nbsp;on&nbsp;addressing&nbsp;health emergencies but also used&nbsp;the economic recovery momentum to address climate and environmental improvements&nbsp;through the Green New Deal (GND).\u202f&nbsp;<\/li><li>Indonesia\u2019s National Economic Recovery&nbsp;(PEN)&nbsp;currently proposes less than 1% of its&nbsp;economic&nbsp;recovery momentum to&nbsp;support its&nbsp;long-term&nbsp;energy&nbsp;transition agenda, missing opportunities to better&nbsp;formalize&nbsp;green&nbsp;recovery and&nbsp;expand&nbsp;green jobs creation within the PEN framework.&nbsp;<\/li><li>Both governments&nbsp;have a limited opportunity window to use their post-COVID recovery plans to achieve economic stimulus while also accelerating their sustainable energy transition&nbsp;plans, but&nbsp;doing so requires several short-term policy and structural changes, including setting more specific&nbsp;emission reduction&nbsp;timelines and&nbsp;targets,&nbsp;better defining&nbsp;sectoral pathways,&nbsp;and&nbsp;creating more policy support and incentives for renewable energy transition.&nbsp;<\/li><\/ul>\n\n\n\n<p>Jakarta, June&nbsp;7, 2021&nbsp;\u2013&nbsp;Indonesia aims to&nbsp;meet a 23% national renewable energy target by 2025&nbsp;and&nbsp;South Korea plans to increase its share of renewable&nbsp;electricity production to 20% by 2030.&nbsp;<\/p>\n\n\n\n<p>A\u202fnew report, \u201c<a href=\"https:\/\/www.climatepolicyinitiative.org\/id\/publication\/leveraging-fiscal-stimulus-to-improve-energy-transition-case-of-south-korea-and-indonesia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Leveraging fiscal stimulus to improve energy transition: Case of South Korea and Indonesia<\/a>,\u201d\u202f analyzes the underlying opportunities of COVID-19 fiscal stimulus packages in achieving those clean energy and energy transition goals. . The report, produced by Climate Policy Initiative (CPI) in partnership with Seoul National University (SNU), also proposes focused interventions to ensure both a sustainable economic recovery and to accelerate the energy transition agenda. The report is an extension of a <a href=\"https:\/\/www.climatepolicyinitiative.org\/publication\/improving-the-impact-of-fiscal-stimulus-in-asia-an-analysis-of-green-recovery-investments-and-opportunities\/#_ftn1\" target=\"_blank\" rel=\"noreferrer noopener\">previous study<\/a>\u202f by CPI which measures the \u2018greenness\u2019 of the COVID-19 recovery packages in Asia\u2019s five biggest economies and their contribution towards country-level climate objectives.<\/p>\n\n\n\n<p>The report finds that&nbsp;the&nbsp;impact of COVID-19 on the energy sectors of Indonesia and South Korea&nbsp;is&nbsp;quite similar. Both countries saw a decline in&nbsp;electricity consumption&nbsp;in the&nbsp;industrial and commercial sectors&nbsp;and an increase in residential electricity demand,&nbsp;mainly&nbsp;as&nbsp;an immediate response to the COVID-19 containment measures.&nbsp;However, energy consumption in the industrial and commercial sectors is expected to go back to business-as-usual once the pandemic is under control in both countries.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The report also highlights that the primary focus of fiscal stimulus in response to the COVID-19 crisis in both countries has been to address health emergencies and to provide support to vulnerable households and businesses for survival. But South Korea managed to seize the opportunity to not only on address health emergencies but also to use the economic recovery momentum to address climate and environmental improvements through the Green New Deal (GND). On the other hand, Indonesia\u2019s fiscal stimulus package, known as the National Economic Recovery or Pemulihan Ekonomi Nasional (PEN) program makes no explicit mention of greenness.<\/p>\n\n\n\n<p>\u201cAllocations supporting energy transition represent only 0.9% of Indonesia\u2019s PEN budget. Bappenas (Ministry of National Development Planning) has published recommendations to build forward better, which includes the importance of clean energy for short-term and long-term economic benefits as well as better job creation than conventional energy, but these have not yet materialized into fiscal stimulus action\u201d, said <strong>Tiza Mafira, Associate Director at CPI<\/strong>. \u201cSimilar to South Korea\u2019s GND, Indonesia needs fiscal stimulus that would support energy transition while still addressing short-term economic recovery\u201d, she added.&nbsp;<\/p>\n\n\n\n<p>The authors of the report acknowledge that South Korea\u2019s GND and Indonesia\u2019s PEN program&nbsp;could&nbsp;provide&nbsp;significant&nbsp;new impetus to the environmental and climate sectors.
