{"id":2926,"date":"2013-10-21T15:54:14","date_gmt":"2013-10-21T22:54:14","guid":{"rendered":"https:\/\/climatepolicyinitiative.org\/?post_type=cpi_pr&#038;p=2926"},"modified":"2014-07-15T23:06:09","modified_gmt":"2014-07-15T23:06:09","slug":"climate-change-investment-totals-usd-359-billion-worldwide","status":"publish","type":"cpi_pr","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/press-release\/climate-change-investment-totals-usd-359-billion-worldwide\/","title":{"rendered":"Climate Change Investment Totals USD $359 Billion Worldwide"},"content":{"rendered":"<p><em>&#8211; The most comprehensive inventory of climate finance to-date shows investment is far short of the need, and falling further behind each year<\/em><\/p>\n<p><em>&#8211; Public sector played a central role, private investment provided the lion\u2019s share of finance<\/em><em><br \/>\n<\/em><\/p>\n<p><em>&#8211; Most investment was domestic; less finance flowed between countries, highlighting private investors\u2019 preference for familiar policy environments where they perceive less risk<br \/>\n<\/em><\/p>\n<p><em>&#8211; More large scale power capacity was installed for less money<\/em><\/p>\n<p>COPENHAGEN \u2014 Global investment in climate change plateaued at USD $359 billion in 2012, roughly the same as the previous year, according to a new Climate Policy Initiative (CPI) study, <a href=\"climatepolicyinitiative.org\/publications\/global-landscape-of-climate-finance-2013\">\u201cThe Global Landscape of Climate Finance 2013.\u201d<\/a> Once again the figure falls far short of what\u2019s needed. The International Energy Agency projects that an additional investment of USD 5 trillion is required by 2020 for clean energy alone, to limit warming to two degrees Celsius. However, the gap is likely wider: The World Bank projects we are on a path to four degree Celsius warming, suggesting that efforts to scale up finance are falling further and further behind.<br \/>\n<strong><br \/>\nPublic sector played a central role, private investment provided the lion\u2019s share of finance<\/strong><br \/>\nPublic sources provided $135 billion, or 38% of total finance, and played a critical role in enabling private finance through incentives, low-cost loans, risk coverage mechanisms, direct project investment, and technical support. These public measures facilitated $224 billion in private investment, or 62% of total investment, from sources such as project developers ($102 bn); manufacturers and corporations ($66 bn); and households ($33 bn).<\/p>\n<p>While public support for climate activities was significant, it was still dwarfed by current government support to fossil fuel energy consumption and production, estimated at $523 billion each year for developing and emerging economies alone, according to a recent report from the OECD.<\/p>\n<p>\u201cInvestment to combat and adapt to climate change is happening around the world, but it\u2019s short of where it needs to be and efforts to grow it have not been successful enough,\u201d said <strong>Thomas C. Heller<\/strong>, Executive Director of Climate Policy Initiative, while announcing the report at the Global Green Growth Forum. \u201cLeveling the playing field can help unlock significant additional finance.\u201d<\/p>\n<p><strong>Most investment was domestic, less finance flowed between countries<\/strong><br \/>\nClimate investment was split almost evenly between developed and developing countries, which received $177 billion and $182 billion respectively. Private investment into renewable energy projects in Europe totaled $73 billion, while investment in China was $68 billion, the U.S. $27 billion, Latin America $7 billion, and India $5 billion. Notably, Latin America also received additional $19 billion in public money.<\/p>\n<p>However, 76%, or $275 billion, of all spending was domestic: It originated in the country in which it was used. Of the remaining $84 billion that flowed between countries, a significant amount was private money flowing between developed countries. On the other hand, public sector money made up the vast majority of developed to developing country flows. These figures illuminate a bias by private investors toward environments that are more familiar and perceived to be less risky.<\/p>\n<p>\u201cCurrently, climate finance is mostly a domestic game,\u201d said <b>Barbara Buchner<\/b>, Senior Director at Climate Policy Initiative. \u201cThis implies that effective national policy is critical to increasing climate finance globally. There may also be an opportunity to increase international flows, by addressing the perception of additional risk in overseas investments.\u201d<\/p>\n<p><strong>In large-scale renewable energy, less finance is doing more<\/strong><br \/>\nThe study has some good news: that less finance is deploying more large-scale renewable energy. In 2012, there was less investment in large scale projects than in the past. This investment was focused on fewer projects, but resulted in greater capacity. This suggests that developers are achieving greater economies of scale and bringing technology costs down.<\/p>\n<p>The Global Landscape of Climate Finance 2013 is the most comprehensive inventory of climate investments to-date.
