{"id":1467,"date":"2012-06-14T14:39:25","date_gmt":"2012-06-14T21:39:25","guid":{"rendered":"https:\/\/climatepolicyinitiative.org\/?post_type=cpi_pr&#038;p=1467"},"modified":"2025-04-07T21:45:29","modified_gmt":"2025-04-07T21:45:29","slug":"case-studies-reveal-policy-is-necessary-to-attract-private-investment-in-renewables-risk-reallocation-expands-investor-pool","status":"publish","type":"cpi_pr","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/press-release\/case-studies-reveal-policy-is-necessary-to-attract-private-investment-in-renewables-risk-reallocation-expands-investor-pool\/","title":{"rendered":"Case Studies Reveal Policy is Necessary to Attract Private Investment in Renewables, Risk Reallocation Expands Investor Pool"},"content":{"rendered":"<p><em>Tunisian Program Solaire increased deployment of solar water heaters despite\u00a0 subsidies for fossil fuel alternatives<\/em><\/p>\n<p><em>U.K. Walney Offshore Windfarms attracted nontraditional investors to immature but promising technology<\/em><\/p>\n<p>Venice, Italy \u2013 Climate Policy Initiative (CPI) presented the first two <a href=\"https:\/\/climatepolicyinitiative.org\/publication\/san-giorgio-group-case-studies\/\" target=\"_blank\" rel=\"noopener\">case studies<\/a> in its <span style=\"text-decoration: underline;\"><a href=\"https:\/\/climatepolicyinitiative.org\/venice\/publication\/the-san-giorgio-group-inaugural-meeting-proposed-analytical-program\/\" target=\"_blank\" rel=\"noopener\">San Giorgio Group<\/a><\/span> project to examine the role of public money in finding replicable, scalable strategies for increasing green investment.<\/p>\n<p>Program Solaire (Prosol) in Tunisia scaled up renewable energies despite the distorting effect of fossil fuel subsidies through a combination of local policies, international support, and risk reallocation strategies. The Program increased annual installations of residential solar water heaters fivefold, and will reduce emissions by 715 Kt of CO<sub>2<\/sub> over their lifetime. Prosol is even paying for itself \u2013 savings from avoided fossil fuel subsidies will cover the costs of government support for solar water heaters.<\/p>\n<p>Keys to success were:<\/p>\n<ul>\n<li>the Tunisian government\u2019s solar water heater subsidy, which counterbalanced market distortions caused by subsidies on fossil fuels alternatives; and<\/li>\n<li>the allocation of credit default risk to the state utility, which secured bank revenues and resulted in USD60 million in affordable consumer credit.<\/li>\n<\/ul>\n<p>The Walney Offshore Windfarm project in the U.K., one of the largest offshore windfarms in the world, attracted GBP 1.3 billion in private investment despite being unable to secure project debt and notwithstanding investor concerns about revenue uncertainty, construction risks, and operations and management risks. In fact, the project attracted pension and private equity funds, for whom the risk and return profiles of such investments were barriers.<\/p>\n<p>Keys to success were:<\/p>\n<ul>\n<li>green tradable certificates offered by the U.K. government, which generated future revenue streams and made the project viable;<\/li>\n<li>long-term offtake contracts and other agreements which alleviated revenue uncertainty, construction, and operations and management risks.<\/li>\n<\/ul>\n<p>\u201cOur first case studies illustrate that the right public policies and investment strategies can attract significant private investment in green activities,\u201d said Barbara Buchner, director of CPI Europe.
