{"id":100999,"date":"2025-10-22T19:28:13","date_gmt":"2025-10-22T19:28:13","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_pr&#038;p=100999"},"modified":"2025-12-18T15:39:18","modified_gmt":"2025-12-18T15:39:18","slug":"sistemas-de-automacao-impulsionam-avanco-na-implementacao-do-codigo-florestal","status":"publish","type":"cpi_pr","link":"https:\/\/www.climatepolicyinitiative.org\/pt-br\/press-release\/sistemas-de-automacao-impulsionam-avanco-na-implementacao-do-codigo-florestal\/","title":{"rendered":"Brasil acelera implementa\u00e7\u00e3o do C\u00f3digo Florestal em 2025 e triplica a valida\u00e7\u00e3o do Cadastro Ambiental Rural\u00a0\u00a0"},"content":{"rendered":"\n<p><em>Estudo do CPI\/PUC-Rio mostra que automa\u00e7\u00e3o e\u00a0mudan\u00e7as regulat\u00f3rias\u00a0promovem um salto nas\u00a0an\u00e1lises do CAR.\u00a0<\/em>\u00a0<\/p>\n\n\n\n<p><a href=\"https:\/\/bit.ly\/OndeEstamos2025\" target=\"_blank\" rel=\"noreferrer noopener\">Novo estudo<\/a> do\u00a0Climate\u00a0Policy\u00a0Initiative\/PUC-Rio (CPI\/PUC-Rio)\u00a0revela\u00a0que o\u00a0Brasil\u00a0triplicou o total de an\u00e1lises\u00a0conclu\u00eddas\u00a0do Cadastro Ambiental Rural (CAR)\u00a0em 2025.\u00a0Ao todo, s\u00e3o\u00a01,9\u00a0milh\u00e3o de cadastros com an\u00e1lise iniciada e\u00a0724\u00a0mil registros\u00a0validados.\u00a0Mas os avan\u00e7os na\u00a0implementa\u00e7\u00e3o da lei seguem\u00a0desiguais\u00a0entre os estados.\u00a0<\/p>\n\n\n\n<p>Em&nbsp;2025,&nbsp;o&nbsp;n\u00famero de an\u00e1lises iniciadas do CAR&nbsp;cresceu de modo significativo&nbsp;nos estados que&nbsp;adotaram&nbsp;sistemas de automa\u00e7\u00e3o, como&nbsp;Alagoas, Amap\u00e1, Cear\u00e1,&nbsp;Mato Grosso,&nbsp;Minas Gerais, Paran\u00e1, Piau\u00ed,&nbsp;Rio de Janeiro&nbsp;e S\u00e3o Paulo.&nbsp;&nbsp;<\/p>\n\n\n\n<p>S\u00e3o Paulo lidera com&nbsp;399&nbsp;mil cadastros&nbsp;com an\u00e1lise iniciada&nbsp;(90%&nbsp;da sua base), seguido por&nbsp;Paran\u00e1 com 284 mil (52%),&nbsp;Cear\u00e1 com 275&nbsp;mil&nbsp;(69%)&nbsp;e Par\u00e1 com 253&nbsp;mil an\u00e1lises iniciadas&nbsp;(72%).&nbsp;Oito estados e o Distrito Federal n\u00e3o apresentam nem 10 mil an\u00e1lises; \u00e9 o caso de&nbsp;Amap\u00e1,&nbsp;Para\u00edba,&nbsp;Piau\u00ed, Rio Grande do Norte, Roraima, Santa Catarina,&nbsp;Sergipe&nbsp;e Tocantins.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cNovas estrat\u00e9gias&nbsp;na an\u00e1lise dos cadastros t\u00eam sido fundamentais para converter a automa\u00e7\u00e3o em resultados concretos de valida\u00e7\u00e3o. Alguns estados&nbsp;v\u00eam obtendo&nbsp;saltos&nbsp;expressivos&nbsp;mensais, ap\u00f3s ado\u00e7\u00e3o de sistemas automatizados&nbsp;somados \u00e0 retifica\u00e7\u00e3o compuls\u00f3ria dos cadastros, ent\u00e3o&nbsp;vamos&nbsp;chegar&nbsp;ao final do ano com percentuais ainda mais elevados de valida\u00e7\u00e3o.&nbsp;O&nbsp;avan\u00e7o, contudo,&nbsp;chama aten\u00e7\u00e3o para um novo desafio: a aus\u00eancia de informa\u00e7\u00f5es fundi\u00e1rias verific\u00e1veis no CAR come\u00e7a a se consolidar como um dos principais entraves \u00e0 continuidade das an\u00e1lises\u201d, observa Cristina Leme Lopes, Gerente S\u00eanior de Pesquisa do CPI\/PUC-Rio.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Segundo o estudo, a&nbsp;conclus\u00e3o das an\u00e1lises com a valida\u00e7\u00e3o dos cadastros ainda \u00e9 o maior desafio da agenda.&nbsp;Poucos&nbsp;estados&nbsp;avan\u00e7am de modo&nbsp;consistente,&nbsp;e&nbsp;v\u00e1rios&nbsp;possuem percentual&nbsp;baixo de valida\u00e7\u00f5es,&nbsp;porque a conclus\u00e3o das an\u00e1lises depende de a\u00e7\u00f5es dos produtores.&nbsp;H\u00e1 um n\u00famero&nbsp;significativo&nbsp;de cadastros na condi\u00e7\u00e3o \u201caguardando atendimento \u00e0 notifica\u00e7\u00e3o\u201d.&nbsp;Lopes explica que&nbsp;nove&nbsp;estados&nbsp;n\u00e3o alcan\u00e7aram nem 1%&nbsp;da base cadastral.&nbsp;<\/p>\n\n\n\n<p>Os&nbsp;principais avan\u00e7os&nbsp;na&nbsp;conclus\u00e3o&nbsp;das&nbsp;an\u00e1lises foram&nbsp;alcan\u00e7ados&nbsp;pelos estados&nbsp;que combinaram an\u00e1lise automatizada, retifica\u00e7\u00e3o autom\u00e1tica com aceite compuls\u00f3rio e ajustes cartogr\u00e1ficos que destravaram cadastros antes bloqueados por pequenas inconsist\u00eancias.&nbsp;<\/p>\n\n\n\n<p>S\u00e3o Paulo adotou de modo pioneiro a retifica\u00e7\u00e3o compuls\u00f3ria para im\u00f3veis de at\u00e9 4 m\u00f3dulos fiscais e transformou an\u00e1lise dinamizada em valida\u00e7\u00e3o efetiva. O Paran\u00e1 replicou o modelo em 2025 e se tornou o estado com o maior n\u00famero absoluto de valida\u00e7\u00f5es no ano.&nbsp;<\/p>\n\n\n\n<p>\u201cAs iniciativas dos dois estados indicam que a integra\u00e7\u00e3o de ferramentas de automa\u00e7\u00e3o&nbsp;com&nbsp;mudan\u00e7as procedimentais&nbsp;\u00e9 essencial&nbsp;para superar empecilhos&nbsp;na an\u00e1lise.&nbsp;Para que os estados avancem de modo&nbsp;cont\u00ednuo, s\u00e3o necess\u00e1rios&nbsp;infraestrutura tecnol\u00f3gica s\u00f3lida, dados cartogr\u00e1ficos precisos e a resolu\u00e7\u00e3o de pend\u00eancias fundi\u00e1rias.\u201d, comenta Lopes.&nbsp;<\/p>\n\n\n\n<p>Em Mato Grosso,&nbsp;por exemplo,&nbsp;30% dos cadastros apresentam sobreposi\u00e7\u00f5es,&nbsp;o que impede a valida\u00e7\u00e3o autom\u00e1tica e&nbsp;imp\u00f5e&nbsp;a necessidade de&nbsp;retifica\u00e7\u00e3o pelos produtores.&nbsp;Quando as retifica\u00e7\u00f5es n\u00e3o ocorrem, o processo fica paralisado.&nbsp;&nbsp;<\/p>\n\n\n\n<p>O governo federal tem avan\u00e7ado na integra\u00e7\u00e3o entre&nbsp;o&nbsp;Sicar,&nbsp;o&nbsp;Sistema Nacional de Cadastro Rural (SNCR) e&nbsp;o&nbsp;Sistema de Gest\u00e3o Fundi\u00e1ria&nbsp;(Sigef) visando reduzir inconsist\u00eancias fundi\u00e1rias e cadastrais.&nbsp;<\/p>\n\n\n\n<p>\u201cA integra\u00e7\u00e3o entre os sistemas&nbsp;pode&nbsp;ajudar a resolver parte dos impasses,&nbsp;pois possibilita&nbsp;que sistemas automatizados identifiquem cadastros com base georreferenciada validada. Contudo,&nbsp;o&nbsp;Sigef&nbsp;cobre apenas uma&nbsp;parte&nbsp;dos im\u00f3veis rurais.&nbsp;\u00c9 crucial, assim, incluir alternativas complementares&nbsp;e&nbsp;estrat\u00e9gias&nbsp;que incentivem, facilitem e acompanhem a corre\u00e7\u00e3o das sobreposi\u00e7\u00f5es.\u201d, afirma&nbsp;Joana&nbsp;Chiavari, diretora de pesquisa do CPI\/PUC-Rio.&nbsp;<\/p>\n\n\n\n<p><strong>Regulariza\u00e7\u00e3o ambiental avan\u00e7a em alguns estados<\/strong>&nbsp;<\/p>\n\n\n\n<p>O&nbsp;Programa de Regulariza\u00e7\u00e3o Ambiental&nbsp;(PRA)&nbsp;registrou&nbsp;progressos&nbsp;significativos&nbsp;em 2025, especialmente nos estados que aliaram o avan\u00e7o nas an\u00e1lises do CAR com a ado\u00e7\u00e3o de sistemas digitais mais robustos.&nbsp;S\u00e3o Paulo e Mato Grosso ampliaram a formaliza\u00e7\u00e3o de termos de compromisso, e Maranh\u00e3o quadruplicou o n\u00famero de termos assinados.&nbsp;Entre os estados que ainda n\u00e3o haviam iniciado essa etapa,&nbsp;somente&nbsp;Amazonas passou a operar o programa&nbsp;este ano.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Ao todo, 20 estados e o Distrito Federal j\u00e1 regulamentaram o&nbsp;PRA&nbsp;e adotaram m\u00e9tricas para a recupera\u00e7\u00e3o dos passivos em \u00c1reas de Preserva\u00e7\u00e3o Permanente e Reserva Legal.&nbsp;Seis estados (Para\u00edba, Piau\u00ed, Rio Grande do Norte, Rio Grande do Sul, Santa Catarina e Sergipe)&nbsp;ainda carecem de normas m\u00ednimas para viabilizar a regulariza\u00e7\u00e3o ambiental rural.<strong>&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>Mapeamento por regi\u00e3o&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p>No<strong>&nbsp;Sudeste<\/strong>,<strong>&nbsp;<\/strong>todos os estados implementaram todas as etapas do CAR e PRA.&nbsp;S\u00e3o Paulo&nbsp;tem o&nbsp;maior n\u00famero de cadastros&nbsp;analisados,&nbsp;e&nbsp;Minas Gerais segue progredindo na an\u00e1lise dos cadastros&nbsp;e na regulariza\u00e7\u00e3o ambiental.&nbsp;O Esp\u00edrito Santo avan\u00e7ou nas an\u00e1lises de im\u00f3veis rurais maiores que quatro m\u00f3dulos fiscais e concluiu a integra\u00e7\u00e3o do seu sistema ao&nbsp;Sicar.&nbsp;Rio de Janeiro,&nbsp;o \u00faltimo estado da regi\u00e3o&nbsp;a&nbsp;avan\u00e7ar,&nbsp;acelerou&nbsp;a an\u00e1lise dos cadastros&nbsp;em 2025&nbsp;e a emiss\u00e3o das primeiras&nbsp;CRAs&nbsp;do Brasil, em parceria com o SFB.&nbsp;&nbsp;<\/p>\n\n\n\n<p>No<strong>&nbsp;Centro-Oeste<\/strong>,<strong>&nbsp;<\/strong>Mato Grosso&nbsp;continua sendo o principal destaque&nbsp;da regi\u00e3o&nbsp;e tamb\u00e9m&nbsp;um dos mais inovadores na agenda de implementa\u00e7\u00e3o da lei. O estado&nbsp;obteve&nbsp;avan\u00e7os cont\u00ednuos nas an\u00e1lises e na regulariza\u00e7\u00e3o ambiental.&nbsp;Nos outros estados&nbsp;da regi\u00e3o,&nbsp;o ritmo \u00e9 mais desigual.&nbsp;&nbsp;<\/p>\n\n\n\n<p>No<strong>&nbsp;Sul<\/strong>, ap\u00f3s anos de baixa implementa\u00e7\u00e3o, os estados mudaram a postura sobre&nbsp;o C\u00f3digo Florestal.&nbsp;O Paran\u00e1&nbsp;\u00e9 o segundo&nbsp;estado com mais&nbsp;cadastros analisados do pa\u00eds&nbsp;e&nbsp;um dos estados que mais progrediram&nbsp;este ano,&nbsp;obtendo&nbsp;avan\u00e7os&nbsp;na an\u00e1lise dinamizada, adotando&nbsp;mecanismos de revis\u00e3o autom\u00e1tica&nbsp;e reestruturando&nbsp;a governan\u00e7a do CAR.&nbsp;Santa Catarina&nbsp;retomou&nbsp;a agenda, instituindo governan\u00e7a robusta para implementa\u00e7\u00e3o da lei.&nbsp;J\u00e1 o Rio Grande do Sul&nbsp;firmou acordo judicial&nbsp;reconhecendo&nbsp;que o pastoreio em \u00e1reas de campo nativo n\u00e3o descaracteriza a vegeta\u00e7\u00e3o remanescente, o que pode&nbsp;viabilizar a&nbsp;implementa\u00e7\u00e3o do CAR e do&nbsp;PRA&nbsp;no&nbsp;Bioma Pampa.&nbsp;<\/p>\n\n\n\n<p>No<strong>&nbsp;Nordeste<\/strong>,<strong>&nbsp;<\/strong>Alagoas e Cear\u00e1&nbsp;avan\u00e7aram bastante&nbsp;na an\u00e1lise dos cadastros&nbsp;com a ado\u00e7\u00e3o da an\u00e1lise dinamizada&nbsp;e na valida\u00e7\u00e3o dos&nbsp;CARs, mas&nbsp;um elevado n\u00famero de cadastros&nbsp;ainda&nbsp;aguarda atendimento \u00e0 notifica\u00e7\u00e3o.&nbsp;O Piau\u00ed&nbsp;obteve um crescimento relevante&nbsp;no n\u00famero de an\u00e1lises&nbsp;com a ado\u00e7\u00e3o da an\u00e1lise dinamizada, mas ainda pequeno quando comparado ao tamanho da sua base cadastral.&nbsp;Bahia permanece como&nbsp;a grande lacuna da&nbsp;regi\u00e3o,&nbsp;sem&nbsp;dados&nbsp;p\u00fablicos&nbsp;dispon\u00edveis&nbsp;ou sinais concretos de implementa\u00e7\u00e3o da lei.&nbsp;<\/p>\n\n\n\n<p>Na&nbsp;Regi\u00e3o<strong>&nbsp;Norte<\/strong>,<strong>&nbsp;<\/strong>nenhum estado apresentou avan\u00e7os significativos na implementa\u00e7\u00e3o do C\u00f3digo Florestal&nbsp;em 2025.&nbsp;Par\u00e1 priorizou a inscri\u00e7\u00e3o de lotes de assentamento e o desenvolvimento de novo sistema de gest\u00e3o do CAR,&nbsp;sem aumentos relevantes nas an\u00e1lises; Rond\u00f4nia ampliou os termos de compromisso; Acre, apesar da desacelera\u00e7\u00e3o das an\u00e1lises,&nbsp;destacou-se na convers\u00e3o de passivos em regulariza\u00e7\u00e3o.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Pacto&nbsp;entre governos&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p>Em 2025, a atua\u00e7\u00e3o do governo federal na gest\u00e3o do&nbsp;Sicar&nbsp;ganhou consist\u00eancia, com avan\u00e7os concretos em governan\u00e7a, infraestrutura e articula\u00e7\u00e3o federativa.&nbsp;O&nbsp;Sicar&nbsp;&nbsp;vem passando&nbsp;por uma transforma\u00e7\u00e3o em sua estrutura,&nbsp;contando com&nbsp;gest\u00e3o compartilhada&nbsp;entre&nbsp;Minist\u00e9rio da Gest\u00e3o e da Inova\u00e7\u00e3o em Servi\u00e7os P\u00fablicos (MGI),&nbsp;Servi\u00e7o Florestal Brasileiro (SFB) e o apoio t\u00e9cnico da Empresa de Tecnologia e Informa\u00e7\u00f5es da Previd\u00eancia (Dataprev).&nbsp;<\/p>\n\n\n\n<p>Outro destaque foi a constru\u00e7\u00e3o de um modelo de governan\u00e7a&nbsp;interfederativa&nbsp;com os estados, com a cria\u00e7\u00e3o da Rede CAR.&nbsp;Para&nbsp;Chiavari, a atua\u00e7\u00e3o conjunta do MGI, SFB e dos estados na Rede CAR tem ajudado na constru\u00e7\u00e3o de um modelo baseado na coopera\u00e7\u00e3o, transpar\u00eancia e padroniza\u00e7\u00e3o m\u00ednima de procedimentos.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cPara o C\u00f3digo Florestal se consolidar como pe\u00e7a-chave da pol\u00edtica clim\u00e1tica brasileira, precisamos fortalecer a implementa\u00e7\u00e3o da lei.
