Waste

The waste and wastewater management sector does not reach net zero by 2050 but sees significant cuts through changes in practices and carbon capture deployment.

Emissions from management of waste and wastewater have reduced by almost two-thirds since 1990. Landfill use has reduced thanks to landfill taxes, but progress on waste-to-energy plants has stalled in recent years. To meet a net zero pathway, relative reductions in this sector are more limited than in others, cutting almost in half from 2020 levels by 2040, and 75% by 2050.

Capital investment needed to achieve these reductions are high in the next decade, rising above the investment flows provided between 2015 and 2018 – but limited data on waste facilities and carbon capture installations restricts a full assessment of progress in this sector.

The most important policies in the waste sector are focused on a transition to a circular economy, to shift away from landfill and waste-to-energy and towards recycling and composting wherever possible. Industrial and municipal wastewater processes call for innovation to reduce direct emissions.
