Decarbonizing buildings requires a major scale-up of current levels of activity and represents one of the most challenging policy areas. Over half of the building stock in the UK was built before 1965, so renovations are critical to achieve net zero, as well as ensuring new buildings meet near-zero standards.

Emissions (both direct and indirect) in the building sector have reduced by just under one-fifth since 2010. A net zero pathway requires much steeper reductions in emissions after 2030: only 28% of emissions reductions from 2020 levels are expected to take place in the next decade. Therefore, investments in the building sector (including for energy efficiency, low-carbon heat, and electrification) need to rise to almost USD 25 billion per year before 2030.

Since many technologies required to reduce building emissions are already available (such as insulation and heat pumps), implementation is the primary difficulty. Supportive policies such as grants for green homes should be kept in place and scaled up to achieve widespread uptake among the public.

Coverage of energy efficiency measures in historical investment data is limited, owing to the complexity of tracking incremental expenditure on low-carbon components in retrofits or new buildings, preventing a full assessment of progress against benchmarks in this sector.
