Industry

Industry (manufacturing and construction) has benefited from reduction of onshore carbon-intensive activity as well as increased efficiency. Ambitious policies will be needed to decarbonize further through a range of abatement measures, while protecting jobs and competitiveness.

Industry has seen a steady reduction in emissions since 1990, with 2019 levels less than half those in 1990. To meet a net zero pathway, 90% of remaining emissions from the sector will need to be cut by 2040. Only half of the remaining emissions are cut between 2040 and 2050, reflecting the difficulty of full decarbonization in some industrial processes.

Investment needs for industry are low at the start of this decade but rise to over USD 5 billion per year in the mid-2030s. Public funding may lead private investment in this sector, where the up-front costs of deep decarbonization can be very high.

There are significant data gaps around current investment in industrial resource and energy efficiency, fuel switching, and material substitution, which need to be closed to fully assess the performance of this sector against benchmark investment needs.
