{"id":13225,"date":"2020-05-07T10:53:37","date_gmt":"2020-05-07T10:53:37","guid":{"rendered":"https:\/\/climatepolicyinitiative.org\/?p=13225"},"modified":"2026-04-28T17:09:31","modified_gmt":"2026-04-28T17:09:31","slug":"how-the-coronavirus-recovery-effort-can-support-a-european-green-deal","status":"publish","type":"post","link":"https:\/\/www.climatepolicyinitiative.org\/id\/how-the-coronavirus-recovery-effort-can-support-a-european-green-deal\/","title":{"rendered":"How the Coronavirus Recovery Effort can Support a European Green Deal"},"content":{"rendered":"<p><strong>In the space of a few months, COVID-19 has changed the debate around large scale government intervention.<\/strong><\/p>\n<p>The need for a significant stimulus to prevent a protracted economic downturn arrives at a time when voices calling for increased investment to tackle climate change are also on the rise. Rather than being at odds, the two challenges can be addressed simultaneously, with coordinated planning around a Green New Deal that tackles short-term economic needs with long-term sustainability goals.<\/p>\n<p>Discussions of a Green New Deal\u2014extensive government spending and public works to decarbonise the economy while addressing key social and economic concerns around the transition\u2014were already gaining momentum prior to the COVID-19 pandemic.<\/p>\n<p>At the end of 2019, the European Commission proposed a \u2018<a href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/european-green-deal-communication_en.pdf\">Green Deal<\/a><u>\u2019<\/u> \u2013 a framework of regulation and legislation to achieve the EU\u2019s targets of net-zero carbon emissions by 2050, and a 50%-55% cut in emissions from 1990 levels by 2030. According to the Commission\u2019s <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/headlines\/society\/20200109STO69927\/europe-s-one-trillion-climate-finance-plan\">European Green Deal Investment Plan<\/a>, the deal is worth at least \u20ac1 trillion\u00a0 over the next decade, or \u20ac100 billion per year. The largest share, \u20ac500 billion, would come from the EU budget, \u20ac114 billion of co-financing would come from national governments, and about \u20ac300 billion would come mostly from the private sector. \u20ac100 billion would be allocated to a \u2018just transition\u2019 mechanism to help retrain workers who lose jobs in shuttered coal mines or steel factories.<\/p>\n<p>Today, in the pandemic context, some members of the European Parliament argue that legislative bandwidth consumed by the climate platform should instead be devoted to tackling the coronavirus crisis. Yet, the pandemic has shown us that large scale, coordinated and urgent action is instead needed.<\/p>\n<p>On April 9<sup>th<\/sup>, European <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-10\/eu-finance-chiefs-dodge-coronabonds-in-590-billion-rescue-deal\">finance ministers agreed<\/a> to provide a \u20ac540 billion rescue package using existing instruments, including the European Stability Mechanism (ESM) \u2014the bloc\u2019s bailout fund, with no strings attached for healthcare expenses. <a href=\"https:\/\/www.politico.eu\/article\/eu-leaders-back-budget-reboot-for-coronavirus-recovery\/\">A few days later<\/a>, EU heads of state endorsed a longer-term budgetary effort, including plans for a separate recovery fund.<\/p>\n<p>As details of recovery programmes are discussed, there is a chance to expand the Green Deal further. The \u2018moon-shot\u2019 effort to strengthen the regional economy, decarbonise, and increase long-term\u00a0resilience stands the best chance of success if it follows two key principles.<\/p>\n<p>First, recovery should come with <a href=\"https:\/\/www.socialeurope.eu\/capitalisms-triple-crisis\">conditions targeting an inclusive and sustainable economy<\/a>. Governments should consider how to harness short-term crisis response to transform industries most in need of decarbonisation and resilience against climate risk. Targeted support for distressed industries, such as airlines, should come with climate-positive strings attached. But over the longer-term, the scope for Green Deal intervention is much wider.<\/p>\n<p>Europe has just under a quarter of global <a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2020\/Mar\/IRENA_RE_Capacity_Highlights_2020.pdf?la=en&amp;hash=B6BDF8C3306D271327729B9F9C9AF5F1274FE30B\">renewable generating capacity<\/a> and saw the second highest increase (after Asia) in 2019. A <a href=\"https:\/\/uk.reuters.com\/article\/uk-health-coronavirus-europe-power\/coronavirus-crisis-shakes-europes-power-gas-prices-idUKKBN21B2K0\">collapse in energy demand<\/a><u>,<\/u> and consequently of energy prices, could favour renewables \u2013 now consistently producing electricity at a lower cost than fossil-fuel alternatives. However, the <a href=\"https:\/\/www.iea.org\/commentaries\/the-coronavirus-pandemic-could-derail-renewable-energy-s-progress-governments-can-help\">crisis will hit supply chains<\/a>, and uncertainty could see firms stall capital investments. As well as providing patient, long-term loans, public support should focus on restoring confidence by integrating renewable sources into the grid. In Europe, that means cross-border integration; like everywhere else, it also means supporting electricity storage.<\/p>\n<p>Converting and retrofitting old buildings for higher energy efficiency is an obvious target for major public investment. Further, public investment should galvanise a transition in heavy industry, through public procurement with green conditions on the one hand, and re-training to build the skills required for circular economy business models on the other.<\/p>\n<p>That connects to the second principle: synchronise the various national strategies and plans that already exist across the region.<\/p>\n<p>Mutual support and coordination across the bloc is essential. Early in the crisis, a group of countries badly hit by the virus and currently facing high levels of debt pushed for mutualised assets \u2013 come to be known as \u2018coronabonds\u2019 \u2013 to raise finance and share fiscal costs at the Eurozone level. However, such proposals encountered staunch resistance among primarily northern European countries, who favour using the ESM. That association has already produced <a href=\"https:\/\/www.euractiv.com\/section\/future-eu\/news\/will-italys-coronavirus-epidemic-fuel-the-far-right\/\">discontent<\/a> towards the agreement in southern Europe, arguably where support is most needed. <a href=\"https:\/\/www.politico.eu\/article\/key-plank-of-brussels-ursula-von-der-leyen-coronavirus-covid19-recovery-plan-under-fire-from-european-capitals\/\">Disagreements over<\/a> the <a href=\"https:\/\/www.politico.eu\/article\/econ-chair-coronavirus-recovery-fund-needs-grants\/\">role of grants<\/a> in the proposed recovery budget have also hindered progress. These tensions show that the recovery and Green Deal must offer a positive vision to all European countries, or all efforts will be lobbied out of existence.<\/p>\n<p>Bringing national strategies more directly under a regional umbrella would complement regional-level mechanisms for raising investment. The EU budget currently represents only 1.02% of countries\u2019 national income for the 2014-2020 period, <a href=\"https:\/\/voxeu.org\/article\/covid-19-europe-needs-catastrophe-relief-plan\">inadequate for crisis spending<\/a>. It could, however, establish a <a href=\"https:\/\/www.feps-europe.eu\/attachments\/publications\/book_stiglitz-web-pp.pdf\">solidarity fund to support countries<\/a> negatively affected by shocks, including climate-related shocks, and be combined with credit for longer-term investments. <a href=\"https:\/\/www.bruegel.org\/2019\/12\/the-european-green-deal-needs-a-reformed-fiscal-framework\/\">Reforming the EU\u2019s fiscal framework<\/a> could also defuse disagreements over sharing fiscal costs while incentivising green investment. <a href=\"https:\/\/in.reuters.com\/article\/italy-politics\/italy-calls-for-looser-eu-fiscal-policy-to-spur-green-investment-paper-idINKCN1VY0DO?feedType=RSS&amp;feedName=businessNews\">Suggestions<\/a> by the Italian government and <a href=\"https:\/\/www.politico.eu\/article\/commission-plans-flexibility-for-green-spending-in-national-budgets\/\">plans<\/a> mooted at the Commission are a step in the right direction.<\/p>\n<p>There are significant risks to the success of the current Green Deal, let alone an expanded programme, but the coronavirus emergency has once again revealed government\u2019s irreplaceable role as the final guarantors of the public good.
