The GGG high-level side event <em>\u201cAddressing climate finance and development needs: scaling up private investments with green guarantees\u201d<\/em> was co-hosted by GGG Co-Chairs <strong>Lars-Hendrik R\u00f6ller<\/strong>, Chief Economic Advisor to former Chancellor Angela Merkel (2011\u20132021) and <strong>Faruk Yusuf Yabo<\/strong>, Permanent Secretary in Nigeria\u2019s Federal Ministry of Solid Minerals Development, and brought together senior representatives from the Nigerian government and international finance institutions.<\/p>\n\n\n\n<p>The newly released report outlines <strong>concrete, actionable recommendations<\/strong> to scale up the use of green guarantees to unlock private capital for the green transition in <strong>emerging and developing economies (EMDEs)<\/strong>. Despite their potential to de-risk investments, guarantee instruments remain underutilized due to persistent barriers such as unclear regulation, currency risk, and lack of data.<\/p>\n\n\n<p>Key recommendations of the report include:<\/p>\n<ul>\n<li><strong>Clarify the supervisory treatment <\/strong>of guarantees<\/li>\n<li><strong>Develop local and currency risk markets<\/strong><\/li>\n<li><strong>Promote data transparency <\/strong>and knowledge sharing<\/li>\n<li><strong>Scale national guarantee institutions and regional platforms<\/strong><\/li>\n<\/ul>\n\n\n<p>The GGG Secretariat\u2014co-hosted by the <strong>European Climate Foundation<\/strong> (ECF) and <strong>Deutsche Gesellschaft f\u00fcr Internationale Zusammenarbeit<\/strong> (GIZ) GmbH\u2014coordinated the elaboration of the report in close collaboration with <strong>Climate Policy Initiative (CPI). <\/strong>The recommendations are the result of extensive technical consultations within the GGG\u2019s biweekly Technical Expert Meeting and strategic guidance provided by the GGG\u2019s <strong>Wise Persons Group<\/strong>, composed of high-level experts in finance, policy, and development, which coordinated the report<\/p>\n\n\n\n<p>The report also contributes to multilateral climate finance efforts, aligning with the <strong>New Collective Quantified Goal (NCQG)<\/strong>, the <strong>Baku-to-Bel\u00e9m Roadmap to USD 1.3 trillion<\/strong>, and broader global agendas including the <strong>G20<\/strong>, <strong>COP30<\/strong>, and the <strong>2030 Agenda for Sustainable Development.<\/strong><\/p>\n\n\n\n<p>During the event, a high-level panel \u2014 including <strong>H.E. Yusuf Tuggar<\/strong>, Nigeria\u2019s Minister of Foreign Affairs, and <strong>Odile Renaud-Basso<\/strong>, President of the European Bank for Reconstruction and Development (EBRD) \u2014 emphasized the need for <strong>bold, coordinated action<\/strong> to implement the report\u2019s recommendations in the lead-up to <strong>COP30 in Bel\u00e9m, Brazil<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>&#8220;Guarantees can serve as a bridge\u2014between ambition and implementation, global capital and local needs.
