{"id":39168,"date":"2021-06-30T12:37:25","date_gmt":"2021-06-30T12:37:25","guid":{"rendered":"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_pr&#038;p=39168"},"modified":"2022-10-16T19:13:22","modified_gmt":"2022-10-16T19:13:22","slug":"new-study-calls-for-urgent-increase-in-funding-for-climate-action-in-cities","status":"publish","type":"cpi_pr","link":"https:\/\/www.climatepolicyinitiative.org\/id\/press-release\/new-study-calls-for-urgent-increase-in-funding-for-climate-action-in-cities\/","title":{"rendered":"New study calls for urgent increase in funding for climate action in cities"},"content":{"rendered":"\n<p><strong><em>Report&nbsp;finds huge&nbsp;gap in&nbsp;needed&nbsp;urban&nbsp;climate&nbsp;finance,&nbsp;especially in&nbsp;rapidly&nbsp;urbanizing&nbsp;cities in&nbsp;developing&nbsp;countries.&nbsp;Provides&nbsp;recommendations&nbsp;on&nbsp;how&nbsp;city,&nbsp;country,&nbsp;and&nbsp;international&nbsp;development officials&nbsp;can&nbsp;mobilize&nbsp;urban&nbsp;climate&nbsp;finance at&nbsp;scale.&nbsp;<\/em><\/strong>&nbsp;<\/p>\n\n\n\n<p>London,\u00a030 June\u00a02021\u00a0\u00a0\u2013\u00a0\u00a0A new\u00a0<a href=\"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&amp;p=37506\" target=\"_blank\" rel=\"noreferrer noopener\">report\u00a0<\/a>launched today by the\u00a0<a href=\"https:\/\/www.citiesclimatefinance.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cities Climate Finance Leadership Alliance<\/a>\u00a0(the Alliance)\u00a0and the\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/topic\/urbandevelopment\" target=\"_blank\" rel=\"noreferrer noopener\">World Bank<\/a>\u00a0calls for the global community to step up climate action in cities, which account for\u00a070% of global emissions and will be home to 7\u00a0out of 10 people by 2050.\u00a0\u00a0<\/p>\n\n\n\n<p>The report&nbsp;estimates that an average of&nbsp;$384 billion was invested&nbsp;annually&nbsp;in urban climate finance in 2017-2018.&nbsp;This falls&nbsp;far short of&nbsp;the total need,&nbsp;which&nbsp;is&nbsp;estimated&nbsp;to be in the&nbsp;trillions&nbsp;per year.&nbsp;The report&nbsp;also provides innovative frameworks and strategies for strengthening the enabling environment in countries and cities to mobilize&nbsp;urban climate finance at scale.&nbsp;<\/p>\n\n\n\n<p>The<em>\u00a0<a href=\"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&amp;p=37506\" target=\"_blank\" rel=\"noreferrer noopener\">2021 State<\/a><\/em><a href=\"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&amp;p=37506\"><em> of Cities Climate Finance<\/em><\/a>\u00a0report\u00a0examines the current state of urban climate investment, what is preventing the levels of investment needed, and\u00a0solutions\u00a0to overcome these challenges.\u00a0It is divided into two parts:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The Landscape of Urban Climate Finance (Part 1).&nbsp;<\/strong>Authored by the Alliance Secretariat (Climate Policy Initiative) in partnership with the Atlantic Council\u2019s Adrienne&nbsp;Arsht-Rockefeller Foundation Resilience Center,&nbsp;Part 1&nbsp;presents the most comprehensive estimate of global urban climate finance. The Landscape is based on an effort to track existing flows of urban climate finance and&nbsp;to&nbsp;estimate urban climate investments in the buildings and transport sector.&nbsp;&nbsp;&nbsp;<\/li><li><strong>The Enabling Conditions for Urban Climate Finance (Part 2)<\/strong>. Authored by the World Bank,&nbsp;Part 2&nbsp;analyzes enabling frameworks and presents solutions&nbsp;to&nbsp;mobilize&nbsp;climate finance for low-carbon, climate-resilient urban development pathways. It&nbsp;seeks to&nbsp;provide&nbsp;a common understanding of the terminologies, knowledge,&nbsp;and themes used by climate policy and climate finance practitioners and that of city-level urban planning and municipal finance officials.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>Key findings include:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Most urban climate finance was mobilized in and for China and in developed economies<\/strong>, while vastly insufficient levels of urban climate finance were invested in many developing economy regions, such as South Asia and Sub-Saharan Africa, which saw annual average investments of just $4 billion and $3 billion, respectively.\u00a0<\/li><li><strong>Private\u00a0finance, and in particular household expenditure, played a large role in urban climate finance<\/strong>, averaging $136 billion in 2017-2018. That corresponds to 35% of the total and was mainly driven by domestic actors, and household expenditure in the purchase of private electric vehicles as well as measures in residential building energy efficiency.\u00a0<\/li><li><strong>Investment in urban mitigation far outweighed that in urban adaptation and resilience,\u00a0<\/strong>though availability of data is uneven at the urban level. Only looking at project level tracked data, investment for urban climate change mitigation averaged $68 billion, including that for building energy efficiency, sustainable transport, and renewable energy, while annual investment in urban adaptation and resilience measures, primarily in water and wastewater\u00a0projects, averaged $7 billion in 2017-2018, representing just 9% of urban climate finance tracked.\u00a0<\/li><li><strong>Strengthening the enabling environment and mainstreaming climate considerations at the city, country,\u00a0and global levels<\/strong>\u00a0<strong>will be critical<\/strong>\u00a0to allow more cities, especially in developing and emerging\u00a0markets, to mobilize urban climate finance for impact. In countries with weak intergovernmental and fiscal systems, cities often have low capacity and\u00a0lack\u00a0autonomy to regulate the built environment, plan investments, and manage municipal finances.\u00a0\u00a0<\/li><li><strong>Despite wide differences in enabling environments within countries and across the world,<\/strong>\u00a0<strong>cities\u00a0are\u00a0leveraging their roles as\u00a0<em>providers<\/em>\u00a0of infrastructure and services (what they\u00a0pay for directly)\u00a0and\u00a0<em>stewards\u00a0<\/em>through what they regulate, plan,\u00a0and champion (what they influence)<\/strong>,\u00a0to mobilize investment toward\u00a0reducing\u00a0GHG emissions, enhancing\u00a0climate resilience,\u00a0and improving\u00a0the quality of urban life.\u00a0<br><br><strong>The report identifies\u00a0enabling\u00a0frameworks and strategies\u00a0to mobilize greater levels of urban climate finance\u00a0and\u00a0to\u00a0inform how nations and cities can best:\u00a0<\/strong><br><br><\/li><li>Green and align vertically the existing urban finance systems and intergovernmental architectures at the local and national level (increase the green share)\u00a0<\/li><li>Mobilize new urban climate finance at the city level, including through conditional intergovernmental transfers, own source revenues, and private markets and urban households (increase the pie)\u00a0<\/li><li>Increase the climate-smart impact by strengthening urban\u00a0spatial\u00a0and capital investment planning systems with green regulations and design standards,\u00a0by\u00a0promoting compact spatial form, and\u00a0by\u00a0integrating dynamic GHG measurement and carbon\u00a0pricing\u00a0into investment planning decisions (increase the impact)\u00a0<\/li><\/ul>\n\n\n\n<p>To mobilize urban climate finance at scale and in time to address the climate crisis, the\u00a0<a href=\"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&amp;p=37506\" target=\"_blank\" rel=\"noreferrer noopener\"><em>2021\u00a0State of Cities Climate F<\/em><\/a><em><a href=\"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&amp;p=37506\" target=\"_blank\" rel=\"noreferrer noopener\">i<\/a><\/em><a href=\"https:\/\/www.climatepolicyinitiative.org\/?post_type=cpi_publications&amp;p=37506\"><em>nance\u00a0Report<\/em><\/a><em>\u00a0<\/em>calls for\u00a0a systems-level and whole-of-economy approach, whereby countries and\u00a0cities\u00a0climate policies, data,\u00a0and activities are aligned, well-funded,\u00a0and executed at the local level.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p><strong>Quotes<\/strong>&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.climatepolicyinitiative.org\/people\/barbara-buchner\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Dr. Barbara Buchner<\/strong><\/a>, Global Managing Director of&nbsp;CPI (Alliance Secretariat), said: \u201cThe numbers are clear, we are failing to provide cities with&nbsp;adequate&nbsp;finance to address the climate emergency.&nbsp;It is critical&nbsp;that the&nbsp;entire financial system\u2014public, private,&nbsp;and philanthropic\u2014urgently&nbsp;work together&nbsp;to&nbsp;mobilize&nbsp;city-level climate finance at scale.\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.worldbank.org\/en\/about\/people\/s\/sameh-wahba\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Mr.&nbsp;Sameh&nbsp;Wahba<\/strong><\/a><strong>,&nbsp;<\/strong>Global Director,&nbsp;Urban, Disaster Risk Management, Resilience and Land Global Practice,&nbsp;World Bank,&nbsp;said:&nbsp;\u201cClimate change affects rich and poor regions alike, but cities start from widely different&nbsp;starting points when it comes to accessing climate finance.&nbsp;The good news is that a lot can&nbsp;be done to help cities&nbsp;in developing countries&nbsp;strengthen&nbsp;their&nbsp;fiscal systems and improve their capacity to regulate, plan and&nbsp;invest&nbsp;resources for&nbsp;climate action.\u201d&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Dr.&nbsp;J\u00fcrgen&nbsp;Zattler<\/strong>, General Director for International Development Policy, 2030 Agenda and Climate, of the German Federal Ministry for Economic Cooperation and Development (BMZ), underlined: \u201cIt is only through joining forces across our organisations and through building and sharing knowledge amongst us, that we can close the investment gap and start tackling the challenges that cities face around the world today, and in the future.
