This increase in livestock population leads to increased methane emissions, primarily from enteric fermentation and manure management. As a result, livestock contributes to 58% (BUR 4, 2020) of India\u2019s agricultural methane footprint. However, unlike crop-based emissions, livestock methane is diffuse, biologically driven, and more complex to measure and manage, making it less visible within existing climate finance frameworks.<\/p>\n\n\n\n<p>Current research and policy discussions indicate that while technical mitigation solutions exist through feed improvements and manure management, evidence of their effectiveness in maintaining dairy productivity, animal health, and protecting farmers\u2019 incomes is scattered. This leads to heightened risk perceptions among dairy producers when considering methane mitigation measures. Furthermore, even where the evidence is compelling, the fragmentation of dairy producers precludes their aggregation. Additionally, there is a lack of robust, affordable, and scalable monitoring, reporting, and verification (MRV) systems at the grassroots level. These barriers prevent the development of a clear, scalable, and financeable pipeline of livestock methane abatement in India.<\/p>\n\n\n\n<p>The Government of India has actively supported dairy development and livestock health through various schemes and programs introduced by the Department of Animal Husbandry and Dairying. At the same time, livestock systems in India are deeply embedded within rural livelihoods and socio-economic structures, making the sector a critical component of rural resilience. Consequently, interventions must be context-aware and farmer-centric, with a strong focus on livelihood security and alignment with local values and practices.<\/p>\n\n\n\n<p>With this background, CPI is organizing a roundtable to explore how livestock methane can transition from a technically understood challenge to actionable opportunities on the ground, including both animal feed and manure management. The forum would bring together dairy producer organizations, nodal agencies, think tanks, ecosystem enablers, and financial institutions. finance solutions. Discussions will draw on practical insights from actual blended climate finance transactions and also highlight key lessons emerging from programs such as the CC Facility, which leverages these instruments to accelerate and scale such solutions. people live without safely managed sanitation (UNSD, 2024). Action is urgently needed. AIIB\u2019s recent&nbsp;<em>Where the Water Flows<\/em>&nbsp;report offers clear pathways for addressing these challenges in an increasingly destabilized hydrological environment.&nbsp;Yet,&nbsp;financing&nbsp;remains&nbsp;insufficient: an&nbsp;additional&nbsp;USD 140.8&nbsp;billion in&nbsp;investment is needed annually to meet SDG targets 6.1 and 6.2 by 2030 (World Bank, 2024).&nbsp;<\/p>\n\n\n\n<p>Traditional water funding modalities\u00a0\u2013\u00a0tariffs, taxes, and transfers \u2013 are under strain, jeopardizing sustained investment and potentially widening the funding gap. Innovative governance models and financing solutions have a critical role to play in this evolving landscape. The country has set ambitious targets of achieving <strong>500 GW of non-fossil fuel capacity by 2030<\/strong> and <strong>net-zero emissions by 2070<\/strong>, and has already made significant progress. India currently ranks fourth globally in total installed renewable energy capacity and third in solar capacity, with renewable installations growing by over 170% in the past decade. As of March 2025, total installed power capacity stood at 475.21 GW, with nearly half coming from renewable and non-fossil sources.<\/p>\n\n\n\n<p>Distributed Renewable Energy (DRE) solutions\u2014including rooftop solar, solar irrigation, mini-grids, cold chains, and applications for MSMEs and agriculture\u2014have emerged as an important complement to large-scale renewable deployment. These systems contribute to emissions reduction while improving energy access, strengthening livelihoods, and supporting local economic development, particularly in underserved and limited-grid areas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What this forum will Address<\/h2>\n\n\n\n<p>At this stage of India\u2019s energy transition, unlocking capital for DRE requires coordinated action across policymakers, financiers, industry players, and ecosystem stakeholders.
