I develop a method to value this ecosystem service using an econometric climate model that connects tropical deforestation with rainfall. As an application, I estimate the impact that Amazon deforestation has on the power generation capacity of the Teles Pires hydropower plant in Brazil, one of the ten largest plants in a country where hydropower is the main source of energy. In an ex-post analysis, I map the currently deforested regions in the Amazon with the highest restoration values for the hydroelectric. In an ex-ante analysis, I map the potential cost of deforesting Indigenous Territories. indirectly through effects on political equilibria. This paper examines the effects of the PPC-DAm \u2013 a centralized environmental policy that synced real-time satellite deforestation data with enforcement on the ground \u2013 on the behavior and electoral outcomes of a powerful special-interest group operating in the Brazilian Amazon: farmers. Exploiting close elections, we document that municipalities governed by farmer mayors had higher deforestation rates and CO2e emissions, earmarked more resources to agriculture, and experienced more land-related conflict before, but not after, the PPCDAm was implemented. Any electoral advantage these mayors had before the policy also disappears with the introduction of the PPCDAm. DETER is a system that processes satellite imagery and issues near-real-time deforestation alerts to target environmental enforcement in the Amazon. We propose a novel instrumental variable approach for estimating enforcement&#8217;s impact on deforestation. Clouds limiting DETER&#8217;s capacity to detect clearings serve as a source of exogenous variation for the presence of environmental authorities. Findings indicate that monitoring and enforcement effectively curbed deforestation. to fight global climate change. Brazil holds vast amounts of degraded lands in tropical regions and, thus, has great potential to contribute to restoration-based carbon sequestration. However, by design, Brazil&#8217;s innovative and successful satellite-based monitoring system focuses on combating primary forest loss, and does not detect the clearing of secondary vegetation. In this paper, we document the substantial growth in the area occupied by secondary vegetation in the Brazilian Amazon during 2004-2014, and investigate the extent to which that regeneration resulted from unanticipated spillover effects of law enforcement policy. Using large and rich pixel-level data over that time period, we nd that increasing (by one standard deviation)the intensity of enforcement in a pixel&#8217;s neighborhood increases regenerated area in that pixel by 6%. Counterfactual exercises suggest that improvements to the existing monitoring system could further contribute by augmenting total secondary vegetation cover by nearly 300 thousand hectares. Using a measure of neighboring clearing activity to capture local deforestation risk, the analysis compares forest clearing outcomes in unprotected and protected territories under equivalent deforestation pressures.<\/strong> The empirical strategy draws on the dataset\u2019s raster structure to mitigate concerns of potentially confounding unobservables via the use of raster cell fixed effects. Results document protection\u2019s efficacy in a high-risk context, with significantly less forest being cleared in protected cells than in unprotected ones. Yet, although protected territory effectively shields vegetation under its domain from advancing deforestation, it appears to deflect clearings to unprotected areas.
