However, like any major work, these projects cause both positive and negative impacts on territories and their respective populations.<\/p>\n\n<p>Promoting a dialogue with the Brazilian Federal Government is essential for state and municipal governments to develop actions to avoid or mitigate the negative effects of such projects or even compensate adversely affected populations. Before local governments can take a position; however, they must be aware of federal infrastructure planning in their lands, as well as potential issues that maybe be related to the infrastructure projects like governance, areas of influence, and possible impacts.<\/p>\n\n<p id=\"F1\">Utilizando metodologias desenvolvidas por pesquisadores do Climate Policy Initiative\/Pontif\u00edcia Universidade Cat\u00f3lica do Rio de Janeiro\u00a0(CPI\/PUC-Rio), <strong>esse estudo realiza um mapeamento detalhado das principais obras federais no setor de infraestrutura terrestre para ocorrer no estado do Par\u00e1: EF-170 Ferrogr\u00e3o e BR-155\/158, ainda n\u00e3o iniciadas, e BR-163\/230\/MT\/PA e BR-230<\/strong>, em processo de execu\u00e7\u00e3o. Esse mapeamento permitir\u00e1 o governo estadual entender o ciclo desses projetos, seus potenciais impactos e possibilidades de debate com o governo federal. Al\u00e9m de um panorama geral, este documento aborda cada um dos quatro estudos de caso com maior profundidade. O trabalho utiliza duas metodologias b\u00e1sicas: a metodologia de mapeamento do ciclo de projetos para identifica\u00e7\u00e3o de oportunidades de di\u00e1logo com o governo federal e a abordagem de acesso a mercado para identifica\u00e7\u00e3o da \u00e1rea de influ\u00eancia e impactos previstos dos projetos.<sup><a href=\"#N1\">[1]<\/a><\/sup><\/p>\n\n<p><strong>o illustrate the relevance of these federal projects for the state of Par\u00e1, CPI\/PUC-Rio (i) analyzed the project life cycles and socio-environmental studies to identify areas that could be strengthened, and (ii) quantified the deforestation potential of each project.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\">Project Life Cycle<\/h2>\n\n<p>The first step in understanding a project is knowing where it currently stands in its life cycle. In this sense, each project is represented in a flowchart that shows: (i) which stages the project will go through; (ii) which stages it has already completed; (iii) which documents are available in each stage; and (iv) the current stage of the project. The second step is knowing the most opportune moment for dialogue and with whom to interact. A an\u00e1lise identifica infraestruturas de transporte constru\u00eddas ou aprimoradas ao longo do tempo para determinar custos bilaterais de com\u00e9rcio. Ferramentas de geoprocessamento e informa\u00e7\u00f5es de fretes de diversos produtos agr\u00edcolas s\u00e3o utilizados para gerar dados de custos bilaterais de transporte entre todos os munic\u00edpios brasileiros e entre os munic\u00edpios e o porto mais pr\u00f3ximo no per\u00edodo de 1990-2010.  A an\u00e1lise fornece uma maneira de definir a \u00e1rea de influ\u00eancia e quantificar riscos ambientais muito mais precisa do que \u00e9 feito atualmente, quando utiliza-se crit\u00e9rios <\/td><\/tr><tr><td> <strong>FERROGR\u00c3O<\/strong> <\/td><td> Em rela\u00e7\u00e3o \u00e0s oportunidades para o estado do Par\u00e1 estabelecer um di\u00e1logo com o Governo Federal, tendo em vista a decis\u00e3o judicial que suspendeu o processo em raz\u00e3o do questionamento quanto a redu\u00e7\u00e3o da \u00e1rea do Parque Nacional do Jamanxim, \u00e9 oportuno que haja di\u00e1logo imediato com o Governo Federal para expressar as demandas estaduais.
