The Green Guarantee Group (GGG) brings together governments, multilateral development banks (MDBs), the private sector, civil society, and a Wise Persons Group to chart a path toward greater uptake of guarantees.

Why guarantees?

Guarantees—financial instruments that transfer specific risks from investors to a guarantor—are among the most powerful levers to scale private investment for climate action in emerging markets and developing economies (EMDEs). They unlock private capital, reduce costs for borrowers, and build local financial capacity over time.

What is the GGG?

The GGG was announced at COP28 and launched in March 2024. By establishing the GGG, Germany and Nigeria have initiated the dialogue and made tangible progress in addressing persistent challenges in the use of guarantees for climate finance — in particular, to unlock their full potential in mobilizing private capital for emerging markets and developing economies (EMDEs).

Partners involved

The GGG, supported by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and the Nigerian government, provides political leadership, strategic vision, and a high-level convening as well as expert exchange function. The European Climate Foundation (ECF) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) serve as the GGG’s Secretariat. Climate Policy Initiative (CPI) is the technical partner.

Recurring events

Technical expert group (recurring event)

An expert group has been meeting regularly since April 2024 to discuss elements of guarantees. The group brings together governments, Multilateral Development Banks, Development Agencies, Think Tanks, private sector actors—including investors, insurance companies, RE manufacturers companies and service providers—as well as civil society actors and academia.

GGG governance

The GGG is chaired by Professor Lars-Hendrik Röller, Chairman of the Berlin Global Dialogue and former Chief Economic Advisor to Chancellor Angela Merkel (2011–2021). Since March 2025, Nigeria is serving as a co-chair, represented by Mr. Faruk Yabo, Permanent Secretary of the Nigerian Ministry of Solid Minerals Development.

The European Climate Foundation (ECF) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) serve as the GGG Secretariat, led by Morgan Després, Executive Director of International Finance, Economy and Nature Programmes at ECF. The Secretariat supports the high-level engagement and political outreach of the Co-Chairs with strategic partners across key international fora and events — including the COPs, FfD4, the HSC and IMF/ World Bank Annual and Spring meetings. In addition, it coordinates the work of the GGG’s core bodies — the Wise Persons Group and the Technical Expert Group — and ensures the delivery of all key events and activities, including flagship reports, stakeholder engagement, knowledge exchange, and external communications.

Climate Policy Initiative (CPI) serves as a high-level advisor and analytical partner to the GGG, helping to identify key challenges and innovative solutions related to guarantees.
