Consultant, The Connector
The Climate Policy Initiative (CPI) is looking for a consultant to identify, refine, and develop approaches and tools for providing technical assistance (TA) to agribusinesses through The Connector, as well as to deliver TA to a select number of agribusinesses and SMEs within the CLIC Connector portfolio.
ClimateShot Investor Coalition (CLIC)
Global food systems account for roughly one third of total anthropogenic greenhouse gas emissions[1] and contribute close to 60% of global biodiversity loss. Despite this, only around 2% of global climate finance is directed towards agriculture and related sectors.
The ClimateShot Investor Coalition (CLIC) is an action-oriented group of investors working in agriculture and food systems. CLIC aims to rapidly scale-up the finance necessary to shift towards low-carbon and climate-resilient agriculture and food systems globally, thus delivering on the ambitions of the Glasgow Breakthrough Agenda on Agriculture agreed at COP26.
CLIC’s workplan features/, three Action Pillars:
- Action Group 1: Financial Innovation.
- Action Group 2: Evidence-Based Tools.
- CLIC Agrifood Investment Connector (‘The Connector’).
The objective of The Connector is to develop a pipeline of investable agribusinesses of high potential climate and nature relevance, facilitate progressively greater investment into these agribusinesses/SMEs at scale.

Climate Policy Initiative (CPI)
With deep expertise in climate finance and policy, Climate Policy Initiative (CPI) is a research and advisory organization that works to improve the most important energy and land use practices around the world. Our mission is to help governments, businesses, and financial institutions drive economic growth while addressing climate change. CPI has six offices around the world in Brazil, India, Indonesia, the United Kingdom, and the United States and acts as the Secretariat for The ClimateShot Investor Coalition (CLIC), alongside similar roles for The Global Innovation Lab for Climate Finance (The Lab) and The Cities Climate Finance Leadership Alliance (CCFLA).
Terms of Contract
The consultant will be hired by CPI in its role as Secretariat of the CLIC from 01st June 2023 until 29th September 2023 (the “Term”). The Consultant will be allocated up to a maximum of 40 days.
Objective of the Consultancy:
This consultancy will support the delivery of The Connector objectives. identify, refine, and develop approaches and tools for providing technical assistance (TA) to agribusinesses, as well as to deliver TA to a select number of agribusinesses and SMEs within the CLIC Connector portfolio.
Timeline
This contract term may be extended subject to requirements. Timesheets must be submitted monthly and reviewed and approved by the CLIC Program Lead.
Deliverables
Output 1: Identify technical assistance relevant resources and develop the methodology and tools necessary to support agribusinesses on climate and nature impact/risk assessments. The Consultant will work in coordination with the CLIC Connector Manager and technical assistance team in developing such the methodology and tools.
Output 1 format: The Consultant should contribute through brainstorming sessions, by drafting notes in Word or PPT and reviewing drafts in any of the above formats. and workshops designed to develop methods and approaches to support agribusinesses, sharing summary notes in Word format.
Output 2: Provide technical assistance to agribusinesses in the form of assessment of climate and nature risks and impacts on agribusinesses using quantitative approaches to the extent possible and complementing those with qualitative assessments where necessary.
The Consultant will also co-lead pitch development with agribusinesses, typically in Power Point format including summary text, graphs, and tables. In particular, the consultant will support agribusinesses in the preparation of investment pitches and supporting materials ahead of the Africa Food Systems Summit in September 2023.
Output 2 format: For each agribusiness, quantitative and qualitative findings and analysis will be consolidated in one 3-5 pages Word document (excluding list of references and annexes) accompanied by 1-2 PPT slides summarizing the findings to be included in investor-facing pitch decks. Table formats, graphs, and charts to make the materials reader friendly are encouraged where relevant.
Output 3: Work with selected agribusinesses by providing analytical support related to climate and nature elements to feed into eventual investor due diligence processes. Support must consider a review of the best practices currently used by other organisations.
Output 3 format: Review of investor due diligence processes. Review of agribusinesses documents, inputting tracked comments where helpful.
Scope of Work
The table below summarizes proposed consultancy activities and timing. All work to be undertaken by the Consultant must be done in close coordination with the CLIC Lead and CLIC Connector Manager to ensure alignment with the broader CLIC activities.

Qualifications of the Consultant
- Education/Training: Masters degree or equivalent in finance, economics, sustainable development, agriculture, or other relevant subject.
- Language: Excellent business language skills in English are mandatory.
- General professional experience: In-depth professional experience in or with international development organisations, consulting, research institutions, policymaking and/or advice, or financial institutions.
- Specific professional experience: Proven experience consulting in the impact investing for agriculture/nature field. The consultant must be able to demonstrate experience in sustainable agriculture development, climate finance and assessment of business models. Proven experience working with agribusinesses, developing methodologies and tools necessary to support agribusinesses on climate and nature impact/risk assessments. Experience preparing materials for investment pitches. Strong qualitative and quantitative analytical skills and working experience with concise writing. Experience working with investor due diligence processes an advantage.
Other specific requirements
The service provider will organise regular exchanges with the CLIC Secretariat, and the contact person will be provided upon the start of the contract. All work is expected to be conducted virtually, although access to CPI’s London Office can be arranged.
Proposal requirements
The bidder is required to describe their suitability for the assignment, their approach, timeline, and budget for the services and key aspects of the assignment in no more than 3 pages. In addition, CVs of the proposed consultant should also be submitted.
